Project Title Citv of Carlsbad Local Coastal Promam, Master Plan, Zone Code, de minimis amendments
and suggested modifications which if effectivelv certified bv the Coastal Commission will allow the Citv of
Carlsbad to issue Coastal Development Permits.
Project Location - Specific Citv of Carlsbad Coastal Zone excluding the Arma Hedionda Lagoon and
the Village - Redevelopment Segments.

Description of Project: Text amendments to the municipal code. related master plan, local coastal
promam - and de minimis text amendments. and suszested modifications which will if effectivelv certified by
the Coastal Commission allow the Citv of Carlsbad to issue coastal development permits consisting of the
following:
1. Add General Rermlations and Procedures Coastal Development Permits (See Chapters 21.200 and
21.201). These are permit processing procedures, including but not limited to noticing, exemptions
and permit requirements.
2. Add Overlav Zones as follows:
(a) Coastal Agricultural Overlay Zone (Chapter 21.202); (b) Coastal Resource Protection Overlay
Zone (Chapter 21.203); (c) Coastal Shoreline Development Overlay Zone (Chapter 21.204);
(d) Coastal Resource Overlay Zone (Chapter 21.205)
3. Miscellaneous AdditiondAlteration and Actions which include definitions, additions to Planned
Community Zone, procedures, de minimis text, reaffirmation of suggested modifications and related
Master Plan Amendments.
