The LCPA involves several amendments to the various segments of the Carlsbad LCP. Listed below are the components of this LCPA request: LCPA 95-06 - Poinsettia Properties - Amendments to the Mello II segment to create a mixed use development Specific Plan, containing commercial/retail uses and high density residential uses in a transit-oriented development scheme. LCPA 96-01 - Hillside Development Ordinance - Amendments to all six segments of the Carlsbad LCP (Mello I, Mello II, Agua Hedionda Lagoon, Village Redevelopment Area, East Batiquitos LagoonIHunt Properties and West Batiquitos Lagoon/Sammis) to revise the City’s Zoning Ordinance regarding development on hillsides. The revised ordinance text includes a statement requiring that “all hillside development processed pursuant to this Chapter shall be consistent with all applicable provisions and policies of the certified Local Coastal Program(s) and shall not result in significant adverse impacts to coastal resources.” LCPA 96-09 - Stormwater Management Ordinance - Amendments to all six segments of the Carlsbad LCP to add a new chapter to the municipal code containing regulations regarding stormwater management and discharge controls, which will function to protect water bodies and water courses from urban pollutants. LCPA 96-10 - Incidental Oudoor Dining Areas - Amendments to all six segments of the Carlsbad LCP to add regulations to the Zoning 2075 Las Palmas Dr. - Carlsbad, CA 92009-1 576 - (760) 438-11 61 * FAX (760) 438-0894 @ i '4 - CARLSBAD LOCAL March 4, 1998 JASTAL PROGRAM AMENDMEh I LCPA LCPA Ordinance, allowing incidental outdoor dining areas, subject to a number of criteria. 97-01197-06 - DRIVE THRU RESTAURANT PROHIBITION - Amendments to all six segments of the Carlsbad LCP to amend various sections of the Zoning Ordinance, prohibiting drive thru facilities for restaurants within the City. 97-06 - AVIARA PHASE 111 NORTH - Amendment to the Mello I segment of the Carlsbad LCP to revise the Aviara Master Plan to revise density allotments, planning area boundaries and development standards for planning areas 18 and 19, delete planning area 20, thereby allowing apartment uses in planning area 18 of the Aviara Master Plan. All local approvals for the preceding actions has been completed. The proposed LCPAs are necessary to maintain consistency between the Carlsbad General Plan, the Municipal Code (including Zoning Ordinance) and the Local Coastal Program. No impacts to coastal resources should occur as a result of these amendments. Please consider this application as the first LCPA application for the City of Carlsbad for the 1998 calendar year.
