RE: KELLY RANCH ACCES TO AREA “J”
Planning Area “J” is located in one of the few “flatter” areas of the Kelly Ranch property.
In order for the property to develop, it is necessary that there be two points of
ingress/egress. The two points of access are required to improve‘emergency services.
Because of the temain, there is no other reasonable location to access area “J” within the
boundaries of the project site. Because the current location takes advantage of a natural
canyon, the extent of grading required to create access is reduced.
Requiring the road to be moved off site encumbers properties outside of the scope of the
project and outside of the applicant’s control.
Not withstanding the above, properties to the south are more heavily vegetated with
Coastal Sage. Designing a road connection to the south will have a greater impact on
Coastal Sage. Introducing a road in this area will bisect the larger (wider) segment of the
corridor established for this area than will the existing road location.
The property immediately south, known as the Kirgis property, is restricted in the HMP
to 25% development. Requiring a road connection to the south through the Kirgis
property will force disturbance of the site outside of the property’s flatter area
immediately adjacent to Kelly Ranch area “J”.
Requiring an access road to Kelly area “J” through the Veterans’ Memorial Park will
compromise the City’s ability to design the park consistent with the objective of having a
balance of active and passive park uses.
