RE: KELLY RANCH LCP MODIFICATIONS
Dear Bill:
Enclosed please find three sets of a booklet of proposed and recent actions by the
City of Carlsbad regarding adoption of the Suggested Modifications for the Agua
Hedionda and Mello I1 LCP segments, and amendment to the Kelly Ranch tentative
maps, site development plans and coastal permit amendments.
For ease of understanding, this booklet is accompanied by a 17-page Index listing the
Suggested Modifications adopted by the Coastal Commission in July, 1999, with a
column referencing the page in the booklet where the adoption action is found.
Please note that the pages referenced have been hand-drawn (circled)
chronologically in the top right-hand corner of each page of the booklet.
The booklet contains four sections;
Pages 1-120 are the draft Staff Report package to the Planning
Commission, containing the Staff Report, resolutions of approval, and
Zoning Ordinance amendment wording proposed to enact the Suggested
Modifications to Mello I1 Implementation.
Pages 121-173 are documentation of the City actions taken in
December, 2000, which adopted the Suggested Modifications, including the
revised Land Use policies for Agua Hedionda and Mello I1 segments.
Use Plan which enact the Suggested Modifications. Upon your concurrence,
these pages will be slip-sheeted into the AHLUP.
Pages 174-191 are proposed revised pages of the Agua Hedionda Land
which enact the Suggested Modifications. Upon your concurrence, these
pages will be slip-sheeted into the Mello I1 LUP.
Pages 192-201 are proposed revised pages of the Mello I1 Land Use Plan
We are hopeful that this booklet/index information is a helpful resource in Coastal
Staff's analysis as to the adequacy of the City actions on the Suggested Modifications
and the revised Kelly Ranch coastal permit. As our Planning Commission hearing
