Description/Explanation: The proposed project involves the following: Master Plan Amendment - amended wording to pages 143 through 146 of the Aviara Master Plan proposing modified wording to the development standards for Planning Area 19. The modifications include a reduction in the allowable stories of building height, and additional specificity regarding the measurement of setbacks, and private street widths. e Implementing Ordinances for this segment of the Carlsbad LCP, the above master plan amendment also must be processed as an LCP amendment. LCP Amendment - Since the Aviara Master Plan constitutes the e family planned development permit. The units are designed in 6-plex and 3-plex structures, two stories in height. e permit in accordance with the planned development permit. Planned Development Permit - a request for a 90 unit multi- Coastal Development Permit - a request for coastal development The project is to be located on the existing building pad of Aviara Planning Area 19. The site was mass graded in accordance with the Phase I11 final map and grading plans. The site is fully accessed from the south by way of Ambrosia Lane. Ultimate secondary access will be through Cassia Road easterly. All utilities are stubbed to the planning area. Amendment to the Aviara Master Plan to propose minor modifications to the development standards specific to Planning Area 19. 2. the Mello I Local Coastal Program (Aviara Master Plan) in accordance with #1 above. Amendment to the Implementing Ordinances of DISCUSSION A. A discussion of the proposed amendment's relationship to and efjecf on other sections of the previously certified LCP. The proposed amendment will have effects on other sections of the previously certified LCP as follows: a. the allowable density of the project is proposed through this LCP amendment. Maximum density of development - No modification to b. setbacks or buffers. Site design standards internal to the individual neighborhood will be modified somewhat. Buffers - No modification is proposed relative to any c. any policies relative to the Carlsbad requirements for drainage facilities and erosion control. Drainage, erosion control - No modification is proposed to d. Master Plan to comply with the parking standards of the Carlsbad Zoning Ordinance. Parking - The project, as proposed, is required on by the e. Land Use - The proposed project does not affect the allowable land uses dictated by the LCP on the site, in any way. f. Conversion of Agricultural Land - The payment of an agricultural conversion fee for the entire Aviara Master PIan area has been completed. This fee was based upon historical agricultural acreage, and not on proposed or allowable land uses. g. have been identified or are the subject of preservation within Planning Area 19. The project will also have no impact upon identified coastal resource areas outside of the subject area. Natural Resource preservation - No natural resources b. List the zoning measures that will implement the LCPA. Zoning for the subject property will continue to be Planned Community (P-C), This zone requires approval and compliance with a master plan. The proposed land use modifications do not affect this policy relationship. The Aviara Master Plan will continue to implement the LCPA. c. A discussioH of potentially significant adverse cumulative impacts on coastal resources. The coastal resources within the Aviara area were defined by the Coastal Commission in its CDP 6-87-680 approval. These resources were either dedicxated to the State as open space preserve (lagoon wetlkands) or encumbered by an open space deed restriction (upland slopes, etc.). The proposed project will not affect any of these resource areas, and no cumulative impacts upon coastal resources will result from the proposed project.
