Dear Mr. Grimm:
This ofice received several items representing the abovedescribed request on March 3 1,
1999. Pursuant to Section 13553 of the Commission’s Administrative Regulations, the
Executive Director has reviewed the transmittal and determined it to be in proper order
and legally adequate to comply with the requirements of Public Resources Code Section
305 1 O(b). Therefore, as of March 3 1 , 1999, this item is deemed properly submitted. For
future reference, this item has been assigned the following title: Local Coastal Program
Amendment # 1-99.
The submittal involves an amendment to the land use and implementation plans of the
Mello I and Mello I1 segments; the amendment has been classified as a major
amendment. As a major amendment, the Coastal Commission has 90 days to review a
land use plan revision or 60 days to review an implementation plan modification.
Therefore, the amendment ha been tentatively scheduled for Commission review at its
June 8-1 1 meeting in Santa Barbara. Once the actual agenda is set for the meeting, you
will receive a specific notice for the time and date of the public hearing.
The Lohf subdivision proposes to construct a portion of Poinsettia Lane eastward to El
Camino Real. To confirm whether or not the approved alignment is the same as that
certified bj the Commission in its approval of the Mello I1 segment (Le., on the
Circulation Element maps that were approved in 198 l), please provide a map or other
exhibit showing the originally approved alignment and how it compares to the alignment
approved with the Lohf subdivision. Overlay the alignments on the Same map if possible.
If the alignment approved in the Lohf subdivision is different than the originally
approved alignment, identify the rationale for the changed alignment and how the change
would affect the resource protection provisions of the Mello I1 segment. Also, please
provide “constraints” mapping of the alignment of Poinsettia Lane that was approved in
the Lohf subdivision both on and off-site to El Camino Real. Please provide this
information by May 7h, 1999 to ensure enough time for a staffreport to be prepared.
This office will keep you informed as we continue our staff review on this amendment
request. The planner who will be reviewing this item is Bill Ponder. Please don’t
