HomeMy WebLinkAboutLCPA 98-04; Thompson/Tabata; Local Coastal Program Amendment (LCPA) (2)May 3,2002 Keri Akers California Coastal Commission 7575 Metropolitan Av, Suite 103 San Diego CA 92108-4402 SUBJECT: LCPA #I -2002 (THOMPSONTTABATA) Dear Keri: This package is in response to the Coastal Commission letter, dated March 11, 2002 (copy attached), requesting additional information for the first Carlsbad LCPA application for 2002. The information in the package only deals with the Thompson/Tabata portion of the LCPA - a request for a change in the zoning from Limited Control to One Family Residential and Residential Density Multiple in order to maintain consistency between the City’s General Plan, the Zoning Ordinance and the City’s Local Coastal Program. The first item in the March 11 , 2002 letter applies only to the Planned Development Ordinance, therefore no additional materials are provided here. The second item requests speaker slips and comment letters for all components. The Thompsonflabata project was heard at three public hearings (two Planning Commission hearings and one City Council hearing). Since the item was scheduled as a public hearing item, speakers were not required to fill out speaker request forms. Therefore, there are no speaker request forms to provide. Each person testifying at the hearing is required to state his or her name and address for the record. This information is contained in the minutes preceding each speaker’s comments. The comment letters that staff received for the project were in association with the environmental review. The letters, and staffs responses, were included in the original submittal of this LCPA. Please let me know if those materials were not found in the original packet and I can resend them. The third group of items requested was a vegetation survey and slope analysis for the project. In response to this request, a copy of the project biological survey (by Dudek and Associates) and the project constraints map (by RBF Consulting) are enclosed. The fourth item requested was an analysis of consistency with the habitat core and linkage areas identified in the Carlsbad Habitat Management Plan (HMP). Enclosed are excerpts from the HMP discussing the planning standards for the Zone 20 Local Facilities Management Plan (LFMP), a map showing the location of hardline conservation areas and standards open space areas, and a map showing the habitat linkages. 1635 Faraday Avenue Carlsbad, CA 92008-7314 (760) 602-4600 FAX (760) 602-8559 www.ci.carlsbad.ca.us @ - LCPA #1-2002 (THOMPudNTTABATA) May 3,2002 Paae 2 As discussed in the HMP text regarding the Zone 20 LFMP, a large portion of Zone 20 has been in agriculture. With the exception of a 1.8 acre strip of coastal sage scrub along the eastern project boundary, the ThompsonlTabata site has been completely disturbed by agricultural operations. As a result of those operations, a water detention basin was created to capture and recycle irrigation runoff. This basin has not been maintained for several years and has become a disturbed southern willow scrub area. The project‘s environmental review and approving resolutions were conditioned to mitigate the removal of this disturbed area on-site at a ratio of 2:l. The I .8 acre coastal sage scrub area is contiguous to a larger stand of open space within the Aviara Master Plan and is conditioned to be preserved in an open space easement with no encroachment from development. The HMP conservation area map (copy enclosed) shows that no hardline conservation areas or standards open space areas exist within the ThompsonlTabata site; in fact, the map shows the entire site as “development area”. The HMP linkage map (copy enclosed) shows that Linkage F is located along the eastern boundary of the project site. Since the 1.8 acre strip of coastal sage scrub is contiguous with the larger habitat within Aviara (which serves as Linkage F), the strip is being preserved to maintain the existing habitat linkage. Given the above, the ThompsonlTabata development is consistent with the habitat core and linkage areas identified in the City’s HMP. Hopefully this correspondence satisfies the Coastal Commission staffs request for additional information.
