RE: LCPA 98-05 - COMMERCIALNISITORSERVING OVERLAY ZONE
Dear Sherilyn:
Please find enclosed the application submittal for the above referenced project which
also involves a zone code amendment (ZCA 98-01) and zone change (ZC 99-03) at the
city level. The LCPA involves the establishment of a new overlay zone to be added to
the city’s zoning ordinance, which is the implementing ordinance for Local Coastal
Programs and will affect properties within the Mello I, Mello II and Agua Hedionda
Lagoon segments of the city’s local coastal program, as described below:
LCPA 98-05 - CommercialNisitor-Serving Overlay Zone - Amendment to the
Mello I, Mello II and Agua Hedionda segments of the City’s LCP to establish a
commerciaVvisitor-serving overlay zone via a new zoning ordinance chapter (ZCA 98-
01) and a change to the City’s Zoning Map (ZC 99-03) to establish the boundaries of the
overlay zone as shown on the attached location map.
All local approvals have been completed. The proposed LCPA is necessary to maintain
consistency between the Carlsbad General Plan, the Municipal Code (including the
Zoning Ordinance) and the Local Coastal Program. No impacts to coastal resources or
policies will occur as a result of this amendment.
This submittal is also a follow up to the meeting you, Bill Ponder and I had on April 5,
1999. Based on that meeting, you suggested that this application include some
justification regarding the proposed increase in the restaurant parking standard; as well
as the rationale for regulating the redevelopment of existing siteshses. This additional
information is attached to this letter. If you have any questions, or desire additional
