San Diego District Manager California Coastal Commission 3 1 1 1 Camino Del Rio North, Suite 200 San Diego, CA 92 108 APRIL 5 MEETING REGARDING CARLSBAD’S PROPOSED OVERLAY ZONE I wanted to thank you for taking the time to discuss the City of Carlsbad’s proposed CommercialNisitor- Serving Overlay Zone with me on April 5, 1999. I also wanted to thank your staff planner for our area, Bill Ponder, for previewing the overlay zone ordinance for major coastal issues or concerns. As a result of your review as summarized in Coastal Commission correspondence dated March 16, 1999, a major coastal zone issue was identified (a previous version of the ordinance prohibited overnight campgrounds or recreational vehicle parks) which allowed us time to modify the ordinance prior to going to the Planning Commission. Subsequent to receiving your letter and modifying the overlay zone ordinance, staff reviewed all policies of the Mello I, Mello I1 and Agua Hedionda Lagoon LCP segments and have concluded that the overlay zone does not conflict or impact any of the LCP policies. For this reason, no LCP policy text changes are involved; the overlay zone will become a new chapter in the city’s zoning ordinance which implements the LCP in the city’s coastal zone. City Council consideration of the zone code amendment and zone change (ZCA 98-01 and ZC 99-03) will occur in late April/early May and will be followed up with the submittal of the local coastal program amendment (LCPA 98-05) to your office immediately afterwards. As part of our meeting, you suggested that justifying the proposed increase in restaurant parking standards, as well as explaining the rationale for regulating the redevelopment of existing uses, be included in the LCP Amendment transmittal package with all the other standard submittal items.
