Lewis, Mayor City of Carlsbad 1200 Carl s bad Vi 11 age Dri ve Carlsbad, CA 92008 Re: Certification of the City of Carlsbad's LCP Amendment 1-966 Dear Mayor Lewi s, The California Coastal Commission has reviewed the City's Resolution No. 97-411 and Ordinance No. NS-402, together with the Commission's action on August 14, 1996, certifying the affordable housing portion of Amendment 1-96 to the City's Local Coastal Program. The amendment incorporated new standards addressing affordable housing in all six certified land use plan segments, and modi fi ed several associated portions of the certi fi ed Imp1 ementation Program as we1 1. > In accordance with Section 13544 of the California Code of Regulations, I have made the determination that the City's actions are legally adequate; and the Commission has concurred at its meeting of July 8-11. 1997. By its action, the City has formally acknowledged and accepted the Commission's certification of the amendment, including a1 1 suggested modifications addressing many aspects of the overall amendment, to further define and clarify the various mandates for affordable housing programs, including senior housing, density bonuses, inclusionary housing and second dwelling units.
