RE: CITY OF CARLSBAD LOCAL COASTAL PROGRAM AMENDMENT
Dear Mr. Ponder:
Enclosed is a copy of the staff report on a proposed amendment to the City's
Zoning Ordinance and Local Coastal Plan. The proposed amendment would
revise various aspects of the City's lnclusionary Housing Ordinance. This
ordinance requires residential developers to either build or pay a fee toward
affordable housing.
I am sending the staff report as a follow up to a conversation we had a few
months ago. At that time, you suggested I could send the proposed amendment
for your informal review. While the City will formally submit the inclusionary
housing ordinance,amendment probably as part of its first LCPA batch submittal
next month, I wanted to unofficially provide the information for your early perusal.
I think you will find the proposed changes are generally administrative in nature
and do not represent a significant impact to Coastal Commission concerns. If
you have any questions or'comments, please call me, effective January 25, at
