SUBJECT: LFMP 87-18(A) ZONE 18 FINANCE PLAN - Request for approval of an
amendment to the Local Facilities Management Plan and a Finance Plan for Local
Facilities Management Plan Zone 18.
I.RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3973,
RECOMMENDING APPROVAL of an amendment to Local Facilities Management Zone 18,
to update the plan and to add a facility financing plan based on the findings and subject to the
conditions contained therein.
II. INTRODUCTION
The Local Facilities Management Plan for Zone 18 is being amended to make it current, so as to
reflect changes in facility demand, supply, and financing, that have occurred since its adoption in
1991. In addition, a Finance Plan is being added to provide the funding mechanisms to meet
City requirements for all of the needed facilities identified within the Local Facilities
Management Plan for Zone 18.
III. PROJECT DESCRIPTION AND BACKGROUND
A Local Facilities Management Plan (LFMP) for Zone 18 was adopted by the City Council on
March 5, 1991 without a financing plan. As specified in the City of Carlsbad Growth
Management Ordinance (Carlsbad Municipal Code Section 212.90.110), "Contents of Local
Facilities Management Plans," a facility financing plan establishing the methodology for funding
the facilities and improvements identified within the LFMP shall be prepared.
Since the adoption of the Zone 18 LFMP in 1991, a number of changes have occurred that will
impact the required facilities for Circulation, Sewer, Drainage, and Water facilities. These
changes can be discriminated by changes that affect facility demand and changes that affect
facility supply and financing. There are three changes that affect facility demand; a new
population generation rate, a new residential phasing schedule, and the adoption of a revision to
the Rancho Carrillo Master Plan.
The 1990 Census figures for the San Diego area indicate that the population generation rate has
decreased locally from 2.471 to 2.3178 persons per dwelling unit. This reduction will result in
less existing demand for city administrative, library, and park facilities which are population

based performance standards. As city administrative and library facilities were found to be
adequate using the higher figures, no further analysis is required at this time.
The Citywide residential phasing approved in the Zone 18 LFMP assumed build out of the zone
in the year 1996. Since the need for facilities in the LFMP was based on unrealized development
schedules, some facilities identified in that plan are no longer needed by Zone 18 as had been
originally projected. Although the revised phasing schedule impacts the analyses for city
administration, library, and wastewater treatment capacity, the change does not impact the
conclusions, for these facilities since they were found to be adequate under the previous
accelerated development schedule. Although no further discussion of these facilities is
presented, it should be noted that public facilities will be provided in conformance with the
adopted performance standards and will be provided concurrent with demand..
The Rancho Carrillo Master Plan Amendment was approved on July 27, 1993. Due to the
increased level of detail proposed within the master plan, many of the facility requirements of the
original zone plan projections were revised to facilities actually needed to serve the proposed
development. This finance plan addresses all the facility and phasing requirements as proposed
within the master plan document. The General Plan Amendment (GPA) associated with the
approval of the Rancho Carrillo Master Plan changed the land uses originally analyzed by the
Zone 18 LFMP. The GPA decreased the proposed dwelling unit count for the zone from 2,091
to 1,982. This finance plan is based on the current General Plan land use designations.
The following changes have affected the facility supply and financing and are reflected within
the Finance Plan; the formation of Community Facilities District (CFD) No. 1, the approval of
the revised Master Drainage Master Plan, the adoption of the revised Potable Water Master Plan
and the Reclaimed Water Master Plan for the Carlsbad Municipal Water Districts, and the
approval of the Rancho Carrillo Parks Agreement. Community Facilities District No. 1 was
formed in June of 1991. In the Zone 18 LFMP, the financing of the facilities identified within
the Community Facilities District were attributed to the Public Facilities Fee (PFF) or Traffic
Impact Fee program. The Zone 18 properties will annex into the Community Facilities District
No. 1 as a condition of approval of any entitlement.
IV. ANALYSIS
The proposed Finance Plan reflects the amended sections which update the Plan since its
adoption in 1991. It is in conformance with the Growth Management Ordinance (Section 21.90
of the Carlsbad Municipal Code) and related policies, standards, and guidelines because the
Finance Plan provides acceptable financial guarantees for all required public facilities, assuring
that the facilities will be in place at time of need. The complete Financing Plan is provided as
Exhibit "A". The financing provisions for the various facilities are outlined below:

V. ENVIRONMENTAL REVIEW
The Planning Director has determined that the approval of the LFMP financing plan does not
constitute a project pursuant to Section 15378(b)(5) of the State CEQA Guidelines. Furthermore,
the Planning Director has determined that the environmental effects of the LFMP update have
already been considered in conjunction with previously certified environmental documents and,
therefore, no additional environmental review will be required and a notice of determination will
be filed.

Preface
This portion of the Zone 18 Local Facilities Management Plan Amendment (LFMP 87-18(A)) is
intended to be inserted into the adopted Zone 18 LFMP in front of the Executive Summary. The
intent of the Preface is to provide future readers of the Zone 18 LFMP with the understanding
that the original LFMP has been amended.
The Zone 18 Local Facilities Management Plan (LFMP) was originally adopted by the City
Council on March 5, 1991. Although a Facility Financing Matrix was prepared as a part of the
LFMP, a full Finance Plan was not included. It was determined during the adoption of the Zone
18 LFMP that in order to prepare a more accurate Finance Plan that would address the actual
funding mechanisms for the provision of public facilities, it would be more appropriate to prepare
the Finance Plan closer to the time when development is anticipated to occur. The approvals of
several tentative maps within Zone 18 have been the catalyst for the need to address financing of
public facilities to serve these maps. This amendment to the Zone 18 LFMP to incorporate the
Finance Plan meets the financing requirement of Section 21.90.110(d)(3) of the Growth
Management Ordinance. This amendment to the Zone 18 LFMP was deemed complete on July
16, 1996 with minor changes occurring on August 6, 1996.
The Finance Plan was prepared with the intention to accomplish two tasks. First, it was to satisfy
the requirement presented in the Growth Management Ordinance necessitating the preparation of
a finance plan that addresses the financing mechanisms necessary to ensure the construction of
public facilities needed for the development of Zone 18. The finance Plan as prepared
accomplished this task.
The second task was to address the changes that have occurred since the adoption of the original
LFMP. As stated in the Finance Plan, a number of changes have occurred since the adoption of
the original Zone 18 LFMP. These changes affected demand for and supply of public facilities as
well as the financing for citywide facilities. The changes to demand included an updated
population generation rate, updated phasing of development and the approval of the Rancho
Carrillo Master Plan Amendment. These changes resulted in the overall lowering of impacts on
public facilities. The changes affecting facility supply and financing were the formation of
Community Facilities District (CFD) No. 1, the approval of a revised Master Drainage Master
Plan, adoption of a new Potable Water Master Plan, adoption of the Reclaimed Water Master
Plan and the approval of the Rancho Carrillo Parks Agreement. All of the above mentioned
changes are discussed in detail in the Finance Plan.
In addition to providing the finance mechanisms for required public facilities, the Finance Plan
also provides explanation regarding the specific changes to facilities identified in the original Zone
18 LFMP. All changes to previously identified requirements for facilities are based on the most
current standards, reports and plans that have been adopted by the City of Carlsbad.
Although not completed with the preparation of the Finance Plan, a full LFMP Amendment that
incorporates the indicated changes and updated information relating to the development proposed
within the Rancho Carrillo Master Plan will be completed prior to the approval of the Finance
Plan by the City Council. This will ensure that upon development within Zone 18 adequate
public facilities will be provided and that the consistency between the Finance Plan and the main
body of the Zone 18 LFMP will be maintained.

ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, Section 15063 requires that the City
conduct an Environmental Impact Assessment to determine if a project may have a significant
effect on the environment. The Environmental Impact Assessment appears in the following
pages in the form of a checklist. This checklist identifies any physical, biological and human
factors that might be impacted by the proposed project and provides the City with information to
use as the basis for deciding whether to prepare an Environmental Impact Report (EIR), Negative
Declaration, or to rely on a previously approved EIR or Negative Declaration.
• A brief explanation is required for all answers except "No Impact" answers that are
adequately supported by an information source cited in the parentheses following each
question. A "No Impact" answer is adequately supported if the referenced information
sources show that the impact simply does not apply to projects like the one involved. A
"No Impact" answer should be explained when there is no source document to refer to, or
it is based on project-specific factors as well as general standards.
• "Less Than Significant Impact" applies where there is supporting evidence that the
potential impact is not adversely significant, and the impact does not exceed adopted
general standards and policies.
• "Potentially Significant Unless Mitigation Incorporated" applies where the incorporation
of mitigation measures has reduced an effect from "Potentially Significant Impact" to a
"Less Than Significant Impact." The developer must agree to the mitigation, and the
City must describe the mitigation measures, and briefly explain how they reduce the
effect to a less than significant level.
• "Potentially Significant Impact" is appropriate if there is substantial evidence that an
effect is significant.
• Based on an "EIA-Part II", if a proposed project could have a potentially significant
effect on the environment, but all potentially significant effects (a) have been analyzed
adequately in an earlier EIR or Mitigated Negative Declaration pursuant to applicable
standards and (b) have been avoided or mitigated pursuant to that earlier EIR or Mitigated
Negative Declaration, including revisions or mitigation measures that are imposed upon
the proposed project, and none of the circumstances requiring a supplement to or
supplemental EIR are present and all the mitigation measures required by the prior
environmental document have been incorporated into this project, then no additional
environmental document is required (Prior Compliance).
• When "Potentially Significant Impact" is checked the project is not necessarily required
to prepare an EIR if the significant effect has been analyzed adequately in an earlier EIR
pursuant to applicable standards and the effect will be mitigated, or a "Statement of
Overriding Considerations" has been made pursuant to that earlier EIR.
• A Negative Declaration may be prepared if the City perceives no substantial evidence that
the project or any of its aspects may cause a significant effect on the environment.

EIR if there are mitigation measures to clearly reduce impacts to less than significant, and
those mitigation measures are agreed to by the developer prior to public review. In this

may be checked and a Mitigated Negative Declaration may be prepared.
• An EIR must be prepared if "Potentially Significant Impact" is checked, and including
but not limited to the following circumstances: (1) the potentially significant effect has

DISCUSSION OF ENVIRONMENTAL EVALUATION
The project is a Local Facilities Management Plan (LFMP) amendment which reflects the
changes that have occurred since its adoption in 1991 that will impact the required facilities for
Circulation, Sewer, Drainage, and Water Facilities. These changes can be discriminated by
changes that affect facility demand and changes that affect facility supply and financing. There
are three changes that affect facility demand; a new population generation rate, a new residential
phasing schedule, and the adoption of a revision to the Rancho Carrillo Master Plan. The
population generation rate reflects the decrease noted in the 1990 federal census from 2.471 to
2.3178 persons per dwelling unit. The residential phasing approved in the Zone 18 LFMP
assumed build out of the zone in the year 1996, and as of this date no construction has occurred.
The Rancho Carrillo Master Plan Amendment was approved on July 27, 1993. Due to the
increased level of detail proposed within the master plan, many of the facility requirements of the
original zone plan projections were revised to facilities actually needed to serve the proposed
development. This facility plan amendment and finance plan addresses all the facility and
phasing requirements as proposed within the master plan document. The General Plan
Amendment (GPA) associated with the approval of the Rancho Carrillo Master Plan
Amendment changed some of the land uses originally analyzed by the Zone 18 LFMP. The GPA
decreased the proposed dwelling unit count for the zone from 2,091 to 1,982 and removed all
commercial land uses south of Palomar Airport Road. This facility plan amendment and finance
plan is based on the current General Plan land use designations.
The following changes have affected the facility supply and financing and are reflected within
the facility plan amendment and finance plan: the formation of Community Facilities District
(CFD) No. 1, the approval of the revised Master Drainage Master Plan, the adoption of the
revised Potable Water Master Plan and the Reclaimed Water Master Plan for the Carlsbad
Municipal Water District, and the approval of the Rancho Carrillo Parks Agreement. CFD No. 1
was formed in June of 1991. In the original Zone 18 LFMP, the financing of facilities identified
within the CFD were attributed to the Public Facilities Fee or Traffic Impact Fee program, while
now the Zone 18 properties will annex into the CFD as a condition of approval of any
entitlement.
A LFMP guarantees the adequacy of public facilities concurrent with development to adopted
performance standards. It is a facilities planning document. No development entitlements or
changes to the existing Zoning or General Plan are bestowed by the planning effort noted in this
document. Essentially it takes the existing General Plan and theoretically builds it out while
looking at how this would impact the adopted 11 public facility performance standards. To not
adequately plan for growth from a facility standpoint in areas so designated by the General Plan
would be environmentally detrimental. The facilities document includes, but is not limited to,
the typical analysis contained in the public facilities section of an environmental impact report,
while at the same time precluding the necessity for such a report as the adequacy of public
facilities are assured prior to any development occurring. The intent of the plan is to establish
parameters and thresholds that assure public facilities are available when needed as determined
by the City's adopted performance standards. To accomplish this purpose occasionally locations
and costs of public facility improvements are estimated for informational purposes.
It is recognized that CEQA review for these public facilities estimates is general and does not
satisfy CEQA requirements for the specific projects. The Zone 18 Local Facilities Management
Plan requires complete CEQA review prior to initialization of any public or private project

discussed in the Local Facilities Management Plan.
Not withstanding the foregoing, the Final Master EIR for the 1994 General Plan noted the
following:
AIR QUALITY:
The implementation of subsequent projects that are consistent with and included in the updated
1994 General Plan will result in increased gas and electric power consumption and vehicle miles
traveled. These subsequently result in increases in the emission of carbon monoxide, reactive
organic gases, oxides of nitrogen and sulfur, and suspended particulates. These aerosols are the
major contributors to air pollution in the City as well as in the San Diego Air Basin. Since the
San Diego Air Basin is a "non-attainment basin", any additional air emissions are considered
cumulatively significant: therefore, continued development to buildout as proposed in the
updated General Plan will have cumulative significant impacts on the air quality of the region.
To lessen or minimize the impact on air quality associated with General Plan buildout, a variety
of mitigation measures are recommended in the Final Master EIR. These include: 1) provisions
for roadway and intersection improvements prior to or concurrent with development; 2) measures
to reduce vehicle trips through the implementation of Congestion and Transportation Demand
Management; 3) provisions to encourage alternative modes of transportation including mass
transit services; 4) conditions to promote energy efficient building and site design; and 5)
participation in regional growth management strategies when adopted. The applicable and
appropriate General Plan air quality mitigation measures have either been incorporated into the
design of the project or are included as conditions of project approval.
Operation-related emissions are considered cumulatively significant because the project is
located within a "non-attainment basin", therefore, the "Initial Study" checklist is marked
"Potentially Significant Impact". This project is consistent with the General Plan, therefore, the
preparation of an EIR is not required because the certification of Final Master EIR 93-01, by City
Council Resolution No. 94-246, included a "Statement Of Overriding Considerations" for air
quality impacts. This "Statement Of Overriding Considerations" applies to all subsequent
projects covered by the General Plan's Final Master EIR, including this project, therefore, no
further environmental review of air quality impacts is required. This document is available at the
Planning Department.
CIRCULATION:
The implementation of subsequent projects that are consistent with and included in the updated
1994 General Plan will result in increased traffic volumes. Roadway segments will be adequate
to accommodate buildout traffic; however, 12 full and 2 partial intersections will be severely
impacted by regional through-traffic over which the City has no jurisdictional control. These
generally include all freeway interchange areas and major intersections along Carlsbad
Boulevard. Even with the implementation of roadway improvements, a number of intersections
are projected to fail the City's adopted Growth Management performance standards at buildout.
To lessen or minimize the impact on circulation associated with General Plan buildout, numerous
mitigation measures have been recommended in the Final Master EIR. These include measures
to ensure the provision of circulation facilities concurrent with need; 2) provisions to develop

alternative modes of transportation such as trails, bicycle routes, additional sidewalks, pedestrian
linkages, and commuter rail systems; and 3) participation in regional circulation strategies when
adopted. The diversion of regional through-traffic from a failing Interstate or State Highway
onto City streets creates impacts that are not within the jurisdiction of the City to control. The
applicable and appropriate General Plan circulation mitigation measures have either been
incorporated into the design of the project or are included as conditions of project approval.
Regional related circulation impacts are considered cumulatively significant because of the
failure of intersections at buildout of the General Plan due to regional through-traffic, therefore,
the "Initial Study" checklist is marked "Potentially Significant Impact". This project is
consistent with the General Plan, therefore, the preparation of an EIR is not required because the
recent certification of Final Master EIR 93-01, by City Council Resolution No. 94-246, included
a "Statement Of Overriding Considerations" for circulation impacts. This "Statement Of
Overriding Considerations" applies to all subsequent projects covered by the General Plan's
Master EIR, including this project, therefore, no further environmental review of circulation
impacts is required.
