ACTIONS/COMMENTS: NONE Signed: c: File Copy Data Entry MCUP 07-06 Sprint Wireless Facility Extension Standard Urban Stormwater Management Plan Introduction Sprint has been directed by the City of Carlsbad to submit proof that the previously approved CUP 96-02 has complied with the City of Carlsbad's Standard Urban Stormwater Management Plan (SUSMP), (NPDES Order No. 2001-01). Sprint is a telecommunications service provider operating wireless telecommunications sites on private property and within the public right-of-way throughout California and nationwide. Sprint and its affiliates have acquired licenses from the Federal Communications Commission ("FCC") to provide Personal Communications Service ("PCS") throughout the United States. These licenses include the City of Carlsbad, California. Most sites which Sprint manages including the one at 1015 Chestnut Avenue in Carlsbad are developed to have least impact possible on its surrounding natural environment. Further, Sprint employs efforts to maintain best management practices at every wireless site which it manages. I. Existing Wireless Site Utilities and Access No off-site or public.improvements are needed for this existing facility. No water, sewer, refuse or other additional services are required. The existing facility is not staffed and requires only infrequent maintenance visits (approximately once a month). Accordingly, there is no impact to the existing traffic patterns nor have any traffic hazards or nuisances been generated. Site Impact Sprint was sensitive in selecting a site that will minimize, if not eliminate, any detrimental impact on the surrounding property. This facility does not impair the use or enjoyment of, or is otherwise injurious to property in the immediate vicinity. To the contrary, enhanced wireless communications have a positive influence on personal, business, governmental and other existing uses in this area. The site is entirely self-monitored by sophisticated computers which connect directly to a central office and which alert personnel to equipment malfunction or breach of security. Moreover, no smoke, debris or other nuisances are generated by the existing facility. FCC Compliance & Safety Standards The existing facility is not detrimental to or endangers the public health, safety, morals, comfort, or general welfare of the community, but is necessary to provide wireless communications to this community and other surrounding communities. Section 704 (National Wireless Telecommunications Siting Policy) of the Telecommunication Act of 1996, passed by Congress in February 1996, requires facilities to comply with FCC regulations concerning health risk. The Act also states "(n)o state or local government or instrumentality thereof may regulate the placement, construction and modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissions to the extent that such facilities comply with the commission's regulations concerning such emissions." Sprint insures that the existing facility complies with the FCC Public Notice (February 2000) regarding Radio Frequency human exposure rules. All existing transmitting facilities, operations and devices must comply with 47 MCUP 07-06 Sprint Wireless Facility Extension Standard Urban Stormwater Management Plan CRF 1.307, paragraphs (b)(l) through (b)(3), by September 1, 2000, or the licensee presently holding the permit or license to transmit must file and Environmental Assessment with the FCC. The existing facility is designed and constructed to meet applicable governmental and industry safety standards. Specifically, Sprint complies with all FCC governing construction requirements, technical standards, interference protection, power limitations, and radio frequency standards. Any and all RF emissions are subject to the exclusive jurisdiction of the FCC. II. Best Management Practices The existing facility which Sprint maintains in the City of Carlsbad employs many of the Best Management Practices for Standard Urban Storm Water Mitigation as set forth by the City of Carlsbad Public Works Department through the existing design of the facility as well as through a continued maintenance schedule. Site Design BMP's The existing facility controls post-development peak storm water runoff discharge rates and velocities to maintain or reduce pre-development downstream erosion by applying the City of Carlsbad's following recommended techniques: • The footprint of the existing facility lease area is approximately 196 square feet - the smallest footprint feasible to reasonably operate the facility. More than half of the lease area footprint is pervious and covered by granular material: Additionally, the site does not require additional impervious surfaces such as roads or sidewalks nor does it incorporate unnecessary impervious surfaces into the landscaping. • The minimal impervious surfaces are surrounded by pervious landscape areas and granular surfaces which allow runoff to permeate naturally into the ground. • The existing facility is not located on or near any slopes or channel crossings. • The outdoor equipment facility has been designed to minimize pollution introduction into the surrounding environment. All equipment necessary to operate the facility is located within cabinets. Further, the cabinets are surrounded by a CMU wall and are covered by a naturally vegetated trellis which minimizes equipment contact with rain. There are also secondary containment structures such as curbs and a landscape buffer already in place. • The existing facility does not have any trash storage areas. • The existing facility is minimal in nature and contains signage prohibiting and discouraging unauthorized access. Because the facility is visited regularly by a technician (about once a month) the site is continuously maintained. Sprint utilizes a Maintenance Schedule to ensure the site is not only in perfect working order but is also free of debris. Prevention & Continued Site Maintenance Schedule A post construction maintenance schedule typically employed for a site like this usually includes inspection and maintenance of, but is not limited to, the following: • Compound: condition of graveled equipment compound surface; excess vegetation; trash and debris • Gates and Walls: rust/corrosion; operation of padlocks; damaged or loose hardware; bent, chipped, splintered, or decaying wood; condition of galvanizing • Landscaping: Dead or broken branches, trees, shrubs and/or flowers; condition of bedding material; condition of edging material. Additionally, any preventative maintenance is also performed on sites, post inspection, as deemed necessary. This typically includes the tightening or replacement of hardware; scrape and/or wire brush areas where major rust and corrosion is present. Routine maintenance also includes vegetation control, pest control, snow and ice removal, general site clean-up, and landscape maintenance. IV. Conclusion The existing telecommunication facility located at 1015 Chestnut Avenue complies with the City of Carlsbad's Standard Urban Stormwater Management Plan (SUSMP), (NPDES Order No. 2001-01).
