PROJECT DESCRIPTION /HEIGHT JUSTIFICATION
Cingular Wireless (CW) is proposing to continue operating and maintaining an existing
wireless PCS facility consisting of a total of twelve (12) antennas and associated
equipment. The antennas are mounted to a rooftop of an existing penthouse structure
at a height of approximately 46 feet. This project is located with in the PM - Planned
Industrial Zone.
Cingular Wireless, now operating as AT&T will not be making any changes,
improvements or modifications to the original approval CUP9614xl. AT&T is
respectfully requesting that staff review and approve the renewal of this existing facility
under the new MCUP process.
PROJECT JUSTIFICATION/WIRELESS SERVICES PROVIDED
AT&T is a public utility, licensed and regulated by the Federal Communications
Commission (FCC) and informally by the California Public Utilities Commission (CPUC),
and authorized to develop and operate a new wireless, digital PCS network throughout
California and parts of Nevada. AT&T engineers responsible for the overall design and
operation of the PCS network want to ensure that network coverage is available
throughout San Diego County. The site's current locatoin is essential to meeting the
network's current capacity and coverage needs in this area. At present, there is good
network coverage to the roadways and homes located in this portion of the City of
Carlsbad, however the elimination of this site would cause a dramatic decrease in call
qualify and coverage. This facility was and is intended to address this need, and by
design will interface with neighboring sites to provide high quality, consistent network
operations to AT&T customers.
As a result of Cingular Wireless' nationwide purchase of AT&T Wireless Services,
Cingular was required to sell all of its interest in Pacific Bell Wireless to T-Mobile USA
effective January 5, 2005. Cingular Wireless is now attempting to recapture their
network footprint in areas where coverage is deficient. This site allows the applicant to
provide coverage along Palomar Airport Road and El Camino Real and the newly built
surrounding residential communities.
AT&T provided wireless voice, data, video and local area network (LAN) applications
with this facility.
SITE CHARACTERISTICS
The underlying zoning of the existing site is PM - Planned Industrial. The current on-
site use is a Professional Office Building. The proposed use is an unmanned wireless

communication facility, with no proposed changes to the Zone or Use. There are
currently additional wireless carriers that are co-located on the existing rooftop.
The surrounding land uses are as follows:
North: Industrial
South: Residential Development
East: Industrial
West: Open Space - Airport Approach
OPERATION & MAINTENANCE
Once constructed and operational, the communications facility will provide 24-hour
service to its users seven (7) days a week. Apart from initial construction activity, an
AT&T technician will service the facility on an as-needed basis. Generally, this is likely
to occur once per month during normal working hours (between 7 AM, SAM on
Saturdays, and Sunset). A computer may handle much of the operational adjustments
remotely. An AT&T technician in a service van or pickup truck-size vehicle will perform
the routine maintenance operation. Beyond this routine maintenance service, AT&T
typically requires 24-hour access to the facility to ensure that technical support is
immediately available if and when warranted during an emergency.
SITE SELECTION/PREFERRED SITES PER SECTION A.I. OF COUNCIL POLICY 64
The proposed project site is zoned PM - Planned Industrial which is classified as a non-
residential zone in the location guidelines adopted per Council Policy 64, Section A.I.e.
As such, the project site is a "Preferred Location" and is encouraged by the Wireless
Communication Facilities (WCF) guidelines. The proposed design for a single facade
mounted antennas is designed to camouflage the facility and disguise it within the
existing and adjacent architectural characteristics of the property.
The surrounding properties in the area of the proposed site are designated as Planned
Industrial as well. However, as an existing site with a previously approved Conditional
Use Permit (CUP96-14) and previous administrative extension of time, consideration for
alternate sites was limited to the proposed project. In addition, the proposed project is
a collocation on an existing rooftop with other carriers, an option encouraged in the
WCF guidelines of Council Policy 64.

COUNCIL POLICY 64
SECTION A. LOCATIONAL GUIDELINES
1. Preferred Locations—The proposed project site is PM - Planned Industrial which is
classified as a preferred location in the location guidelines adopted per Council Policy
64, Section A.I.e. According to the policy, WCFs are encouraged in non-residential
zones by the Wireless Communication Facilities (WCF) guidelines.
2. Discouraged Locations—While the surrounding properties are located in the PM
zone and offer additional locations within the Industrial park, this site is an existing site
previously approved by CUP96-14 and CUP96-14xl. This site is also an example of
collocation with other carriers which is encouraged by the WCFs.
3. Visibility to the Public— The design chosen for the site is an example of a
minimalist design painted and textured to camouflage the antennas outward
appearance and better blend with the building's existing architectural appearance.
4. Collocation—k letter expressing cooperation with future co-location efforts for this
site is included with this application. Sprint PCS have antennas located in the
westernmost building on site. The new monopine structure will accommodate three
wireless carriers, Nextel, T-Mobile and Cingular, further implementing collocation
guidelines contained in Council Policy 64.
5. Monopoles-Not Applicable.
B. DESIGN GUIDELINES
1. Stealth Design—the antennas are facade mounted, painted and textured to
mimic the existing brick fagade in order to minimize any visual impacts.
2. Equipment--the outdoor BTS equipment cabinets will be located next to the
existing maintenance building and surrounded by a chain link fence with green
screening slats to match the existing fencing on site.
5. Collocation—This project is an example of collocation as this site is existing
and other carriers currently operate antennas on the same penthouse
structure.
4. //e/Yjr/it—The existing antenna is located at 46' on the building which is at the
buildings highest point.
5. Setbacks-•the PM (planned industrial) zone setback requirements are the
following:
• Front: 20 feet

6. Building or Structure Mounted WCFs—This project is an existing project
and was designed and previously approved to blend with the building's architectural
features.
7. Ground mounted monopo/es—not applicable.
8. Lattice Towers—not applicable.
9. Under Grounding—&\\ proposed utilities are existing and no changes are
proposed at this time.
POLICY 64 C. PERFORMANCE GUIDELINES
1. NOISE/ACOUSTICAL INFORMATION
The current AT&T facility is in full compliance with any and all applicable City of
Carlsbad noise standards.
2. OPERATION & MAINTENANCE

residential property and would not subject to the restricted hours for maintenance.

5. COMPLIANCE WITH FCC RF EXPOSURE GUIDELINES
All AT&T sites are designed to comply with FCC RF exposure guidelines.
ADDITIONAL INFORMATION REGARDING THE APPLICATION
HAZARDOUS MATERIALS
Sealed lead acid batteries are used for back-up power in the event of a power failure on
most AT&T facilities. The batteries are often referred to as "gel cell" type batteries.
Specifications for the batteries are provided as an attachment to this application.
OPERATIONAL FREQUENCY CRITERIA
The FCC has allocated a portion of the radio spectrum to AT&T for the provision of PCS.
The proposed communications facility will transmit at a frequency range of 850 MHz
and 1950 MHz. The power required to operate the facility typically does not exceed 200
watts per channel. By design, the AT&T facility is a low-power system. Depending upon
characteristics of the site, the actual power requirements may be reduced. When
operational, the transmitted signals from the site will consist of non-ionizing waves
generated at less than one (1) microwatt per square centimeter, which is significantly
lower than the Federal Communications Commission (FCC) standard for continuous
public exposure of 900 microwatts per square centimeter. The proposed PCS
communications facility will operate in full compliance with the standards for radio
frequency emissions as adopted by the FCC.
