Description/Explanation: Sprint currently operates a wireless communication facility locate on 2997 Glasgow Drive Carlsbad, CA 92008 which serves as a public park called Calavara Hills Community Park. This wireless communication facility was approved in 2012 for a minor conditional use permit that allows for (3) antennas mounted onto an existing 79'-0" light standard. This conditional use permit is granted for a period of 10 years and will be valid until November 10, 2022 As a part of the Sprint 4G network upgrade. Sprint is now proposing to modify the existing wireless communication facility at 2997 Glasgow Drive. The current scope of work proposed for this facility entails leaving (3) existing panel antennas to remain, propose (3) panel antennas for a total of (6) antennas behind a proposed radome; existing (3) RRHs to remain, propose (3) RRHs for a total of (6) RRHs mounted behind the existing fight fixtures on the existing light pole and (1) Proposed growth cabined and (1) proposed top hat will be installed inside the existing equipment shelter. We feel this proposed design will offer the least visual impact of any design and will meet the growing demands of existing and new Sprint customers to increase the capacity and sen/ice area of the existing facility. STATEMENT OF COMPLIANCE On the ground, calculations for Sprint's site resulted in exposure levels below the applicable FCC's General Population MPE Limits. At antenna elevation, the highest calculated exposure level is above the FCC's General Population MPE Limits near the Sprint antennas (see figure 3). The overexposed (yellow and blue) areas extend 18-feet from the front face of the Spruit antennas. From the provided drawings, there are no other buildings or surrounding structures widiin 18-feet of the Sprint antennas. Beyond 18-feet, exposure levels are predicted to be below the FCC's most stringent General Population MPE Limits. The antennas are mounted on a tall tower and therefore not accessible by the general public. It is presumed that Sprint employees and contractors are aware of the transmitting antennas and will take appropriate precautions when working near them. However, there may be situations where workers i.e. light standard personnel, etc. may find themselves directiy in front of the antennas. As a resident close by I am concerned about property values being affected. In my research I have found that these towers can effect housing as much as 20%. City Council should consider this as well due to the decrease in revenue that will also result for the City. The health issues are also a serious concern as I have had cancer and we have children playing directly in line with these towers. I understand one elementary school located in California had to close down due to the radiation from cell phone towers on their property. The City has a responsibility to protect it's tax paying residents and this is a health hazard well studied and proven. I am currently in Florida until December and am aware ofthe short deadline provided in your mailer and wonder why when this was approved by Council in July that we are only now hearing about this installation. AT&T adding up to 12 installations is completely unacceptable. Unfortunately for me that is less then or equivalent to 1,500 feet from my home. Not to mention that this is at a parb for bids and I am aware of the facts that health risbs cannot be of concern, but some things are severely obvious. Our elected officials should not choose to ignore this. / have ei/e/7 greater concern ofthe aesthetic look ofthe tower getting e{/en worse because it is on a higher level than the properties across the street I do not want to look at it every day as these modifications rapidly increase under these minor statutes that this Industry seems to understand all too well and have plenty of resources to find loopholes In all their activities. I am requesting a hearing on this matter. What I do not understand Is when this matter was approached to the city In July, why was it not given to us until September 30, with a 10 day allowance on a response? I will be organizing the community in this situation and understand my rights fully, and want my rights to a hearing. I do not want any hindrances on our property values any more than what has already been done. Vou are our elected officials and have a responsibility to your citizens to research what this cell tower at a child's park will do to not only the children but all the residences surrounding these structures. Ofa greater concern are cells in non-equilibrium states, as in children, cells active in healing, and cancer cells. People most at risk Include Infants, elderly, the ill, disabled and obese, pregnant women, people on medication and hypertension or under stress In any way ( which included a good majority ofthe population). Evidentially the City of San Francisco has recognized this since they are no longer allowing such towers on public school grounds. Have altemative sites even been considered?
