HomeMy WebLinkAboutMP 132; Pacesetter Homes; Master Plan (MP) (16)MEMORANDUM OCTOBER 9, 1973 TO: PLANNING COMMISSION FROM: PLANNING DEPARTMENT SUBJECT: Report on City Council action regarding granting -of appeal of Master Plan No. 132 (Pacesetter) On August 28, 1973i the Planning Commission accepted Final Environmental Impact Report No. 188 and approved a pre-annexational Zone Change (ZC - 125) from E-I-A (County) to P--C. At the same hearing the Planning Commission denied a request for a Master Plan (MP - 132) to permit a density of 7 dwelling units per gross acre, which would require an amendment to the General Plan. This was the basis for the Planning Commission denial. At the City Council hearing, the applicant agreed to a condition that would restrict his density to 7 dwelling units per net acre, which would be permitted without the requirement of a General Plan amendment (refer to Staff Recommendation for Master Plan in attached Staff Report and also Condition no. l). Staff would recommend that the Planning Commission report back to the City Council that the inclusion of this condition and subsequent approval of the Master Plan is an acceptable course of action if a revised plan is submitted showing the change of density., / ss~~ /v\ &f\ ~S r^ fr) r ^*»-j • ~~cf ~^*^ ATTACHMENTS: 1. P-C (Planned Community) and adoption of a Master Plan, to allow for the development of 400 units on approximately 60 acres of land, generally located east of Lowder Lane, midway between Palomar Airport Road and Poi-nsettia Lane. •After hearing and considering all testimony, the Planning Commission did unanimously adopt Resolution No. 944 approving the preannexational change of zone.
