As we discussed when I saw you Wednesday afternoon at the City, we would also appreciate receiving prints whatever maps or specific plans which have been most recently filed with the City of Carlsbad on the Cramer and Costellani properties south of Palomar Airport Road and east of Lowder Lane. We would greatly appreciate your having Westside Blueprint make the requested prints of the proposed Klug Development Co. project and forward same with their invoice directly to my attention at Larwin-San Diego. Since I'm not sure what procedure the City has set up to accomodate this kind of request, we suggest that any reliable map reproduction service of your choice in the Carlsbad area be provided with the Planning Department's "reproducibles" of the requested maps from which our prints can be made. F5RFORXAKCE OF PLANNING ACTIVITIES (Guideline). -Effective planning and programming ir. a State Planning Agency requires that a sub- stantial number of professionals perform technical analysis over a long period of time. This technical expertise can be supplied, in part, by consultants and personnel detailed by other public and private agencies on a temporary basis. However, for continuity, a « substantial portion of the total effort should be provided by pro- fessionals employed by the State Planning Agency. 17. PROFESSIONAL PLANNING STAFF (Requirement). To be eligible for as- "sistance the applicant must demonstrate that it has a staff of suf- ficient professional competence and adequate numbers to effectively discharge the program for wh'ich assistance is sought, to manage the work of consultants, and to coordinate and oversee.the work of' other participating state agencies. The Planning Agency must esta- • blish, and periodically update, standards for the recruitment and retention of professional personnel. Specific attention should be given to the hiring of minority group members in professional and . sub-professional positions. 16. PARTICIPATION BY THE STATE BUDGET OFFICE OR OTHER STATS AGENCIES (Guideline). An agency other than the governor's office or State Planning Agency, such as a health planning department, may partici- pate in performance of the approved Work Program. To provide better integration of state planning and budgeting activities," participation by the staff or agency responsible for major budgeting activities is particularly encouraged. 19. CONSULTANT SERVICES (Guideline). Consultants may be used to sup- plement the planning agency staff and the staff of the participa- ting functional agencies. Consultant services in an assisted pro- gram should be limited to the following types of activities: a- Overall; continuing advice on'program direction; "°- The provision of specialized and technical services which exceed normal staff capacity and capability \,e. g., develop- ment of economic models, specialized demographic studies, or highly technical resource studies); and c. Absorption of peak work loads.- SECTION 6. COORDINATION WITH OTHER PLANNING ACTIVITIES 20. ITITINT.
