SUBJECT: Request to Exchange Real Property Occidental
The item of land exchange as per attached letter from Don
Agatep, Planning Consultant, will be on the Parks and
Recreation Commission agenda for June 22, 1981 at 6:30 p.m.
at the Levante Community Center located in south Carlsbad.
I recommend the City analyze all alternatives prior to
•making a commitment. We do need a community park of approxi
mately 20 acres in this geographic area. The subject site
is only 3.88 acres in size.

Occidental Land, Inc. granted approximately 4 acres of land to
the City of Carlsbad in 1973 (Exhibit A). The purpose of the
grant was to meet a portion of, the parks requirement in the
Occidental Master Plan, v --,.,:;, ; ... ... ; .,.'
Recognizing City policies re: parks have changed over the past
7 years, and the Coastal Commission actions have necessitated,
alternative planning approaches, I would request that tho City
quit-claim the property to;.0ccidental or its successors and :.''..
assigns. In exchange, we would agree"to provide fees in lieu
of land, or, an alternate 4 acres west of Paseo del Norte and
south of Camino de las Ondas (Exhibit B). : . ;:
Our request is straight,forward and'is prompted by recent State
Coastal Commission land ..use decisions which affect the Occidental

I have informally discussed the proposed quit-claim and exchange
with the City's Parks and Recreation Director.
I would request that you place our- request before the City Council
as soon as practical. I recognize that the Parks & Recreation
Commission will have to review the.request and make appropriate
recommendations. I will gladly provide any back-up and/or
supportive documentation you may need. •
