The City would be required to give six (6) months notice of termination. Lv^-v-,^ i^» 1 BOHBH I. LOCATION AND CHARACTERISTICS The 853 acre Rancho Carrillo is located approximately four miles east of Interstate 5 via Palomar Airport Road. The property is undeveloped except for the existing ranch complex built in 1935 by Leo Carrillo. The ranch proper is surrounded by orchards and is situated in the center of a picturesque valley which is the focal point of the property. The balance of the ranch property is barren for the most part and is characterized by gentle rolling agricultural land, flat mesas, and steeper slopes with scattered brush. A natural drainage swale running through the valley (east to west) serves as a collector for surface runoff and is dry for the most part; however, there is evidence of an underground spring west of the ranch complex near the westerly property line. There is a small pond near the property line and a much larger pond contiguous to the westerly property line on the adjacent property. II. PRESENT AND FUTURE ACCESS TO PROPERTY At present, access to the ranch property is from Palomar Airport Road, which runs in an east-west direction through the extreme northern portion of the property. Palomar Airport Road is a future major artery with a 126 foot right of way, but at present it is a two lane road. The County plan for major roads indicates another future major artery, Melrose Avenue (S.A. 460), running in a north-south direction from Alga Road, south of the property, northward through the property, intersecting Palomar Airport Road, and north to State Highway 78. At present, Melrose Avenue terminates at the extreme southeastern corner of the ranch property. Poinsettia Drive (or Carrillo Way), also a proposed major collector, will originate at Interstate 5 to the west and terminate at Melrose Avenue near the center of the ranch property. Extension of El Fuerte Street, which now terminates at the property line, is also planned, and it may continue northward to Palomar Airport Road. III. PROPOSED DEVELOPMENT A. Residential The proposed development contemplates a community comprised of a mixture of estate homes, garden homes, townhouses, and condominium apartments with related school, commercial, and recreational facilities. Most residential areas indicated on the development plan will be a mixture of the dwelling types mentioned above, and the developed areas will be separated by green belts as indicated. B. Schools The property is presently located within the Carlsbad and Richmar School Districts. Discussions with school officials from both Districts indicated that one elementary school site for each District (10 acres each) would be sufficient for the type of community proposed. Junior and senior high schools were discussed, and it was determined that the Ranch property would not be suitable for either, since the property is located on the periphery of the school districts involved. School officials indicated that a centralized location was more desirable. C. Commercial Since the ranch property is located on the periphery of the City of Carlsbad, it has been assumed that it would not be suitable for a large regional or community shopping center. The development plan does, however, indicate three commercial areas of 5, 10, and 15 acres. These areas are intended to be developed as neighborhood shopping centers and have been located for accessibility. D. Community Park with Historical Site In an effort to maintain a measure of historical significance -2- in the area, it is proposed to preserve the existing Carrillo Ranch house for possible use as a community center. Jhe eight adjacent acres can be used as a community park with picnic and recreational areas. Recreational with Related Commercial A recreational center with various facilities is contemplated to provide an additional amenity to the proposed community. This center will compliment the adjacent community park and could consist of tennis courts, clubhouse, swimming pool, restaurant, and related shops. F. Open Parks The green belt indicated on the development plan separates most of the major residential areas, and the total area of this undeveloped property will be in excess of 200 acres. This acreage figure does not include the open space areas provided by the Community Park and Recreational Center. IV. DEVELOPMENT FACILITIES A. Sewage Disposal At present, there are no trunk lines in the area to serve 'the proposed development; however, there are tentative plans to construct a pumping station near Alga Road, east of El Camino Real. A trunk line (gravity flow) could ' be constructed westerly from the proposed development, paralleling the existing San Marcos Force Main to a point east of El Camino Real then south to the proposed pumping station. Tentative plans also indicate the possibility of building a sewer pump station and wet well over the existing force main to accommodate this proposed development. B. Storm Drainage All required storm drains will be designed to collect . surface runoff and discharge into the natural drainage channel at the westerly portion of the valley. —3— C. Water Supply The property lies within the boundary of the Carlsbad Municipal Water District, and there is an existing 27" main located in Palomar Airport Road. D. Determination of the number of acres required for park sites? 853 acres gross acreage. Density, 5.3 units to the acre. DU 8,000 to 8,999 sq. ft. equals 3.10% of the gross area/3.10% times 853 acres equals t26.443tacres. This appears to be correct. Is it? 2. Determination of what credit in terms of acreage will be given for the improvements. (a) Our proposal is that the improvements should be valued in proportion to the value as shown on the latest tajc__as_sessmeiits. This gives a value of approximately 9 acres of land as being equivalent to the improvements. 3. Since the 10 acre parcel with its improvements does not meet the total park requirement for the entire parcel, 26.443 acres, then where will the additional land for a park be located? Our suggestion is that an additional park be established at the west side of Parcel J. This parcel has a stream bed running through it, has many trees, and a small lake on it and a dam. Further, this parcel overlooks a larger lake and dam on the adjacent Bressie lands. Seemingly, when the Bressie lands are later developed, the Bressie lake and dam could be added to the park to make a beautiful completed site for the park. 4. How could the park lands be dedicated to the City? (a) We would propose an immediate Irrevocable Offer to Dedicate the park lands, which would be filed con- currently with the final map on the current 100 acre parcel G./ f. SJL Since the park sites would have a first trust deed against them to the Carrillo Estate, in order to ensure that the City would get the park sites, we would secure the City with the 21 remaining acres in Parcel G, free and clear, as security that the Irrevocable Dedications would be free and clear of all liens at the time that a final map is filed which is adjacent to the park site or sites. We feel that this would be a good solution which would give the City good security.
