California 92101-1714) 239-7711 Ext 717 August 4, 1972 R-3 TO: Airport Land Use Commission FROM: Executive Director SUBJECT: Interim Influence Area/Palomar Airport The County of San Diego is undertaking a Master Planning Study for the Palomar airport facility. This study will consider Palomar's expansion primarily as a general aviation facility. Included will be specific land use planning guide- lines for the area surrounding Palomar. Throughout the Master Planning process, close coordination will be maintained with the City of Carlsbad and other affected jurisdictions. The resulting Master Plan is at least nine months away from adoption. During this interim period, it is desired to prevent development in the vicinity of this facility which would be incompatible with its future configuration. To accomplish this objective, an interim airport influence area has been prepared which describes the land area which could be influenced by the future configuration of the Palomar facility. In addition, submission procedures for referral of proposed land use changes within this area to the ALUC for review and recommendation have been prepared (see attached sheet). RECOMMENDATION That the Airport Land Use Commission adopt the attached Palomar Interim Influence Area and request that affected jurisdictions comply with the submission procedures set forth in the attach- ment entitled "PALOMAR AIRPORT INTERIM AIRPORT INFLUENCE AREA." Discussion On July llth, a meeting was held at the County Operations Center to consider the relationship of Palomar Airport to the proposed La Costa annexation and the determination of an interim airport influence area for Palomar Airport. This meeting was attended by the Cities of Carlsbad, San Marcos and Chula Vista, the State of California, the County Public Works Agency, San Diego Gas and Electric, the Palomar Master Plan Consultant, LAFCO, the County Planning Department, and CPO staff (attendance list attached). ESCONDIDO, IMPERIAL BEACH, LA MESA, NATIONAL CITY, OCEANSIDE, SAN DIEGO CITY, SAN DIEGO COUNTY, SAN MARCOS, VISTA, DIVISION OF HIGHWAYS, UNIFIED PORT DISTRICT. Airport Land Use Commission -2- August 4, 1972 The meeting participants determined that until a Master Plan for the Palomar facility was adopted, it would be of assistance to all affected jurisdictions to define an interim influence area around Palomar Airport. It was also agreed that the influence area be determined based on the composite boundaries of noise contours for the existing Palomar site and the various alternative second run- way configurations that will be considered by the Palomar Airport Master Planning Consultant. It was decided that the effect of an instrument landing system on the noise contours be taken into consideration. CPO and Public Works Agency staff and the Palomar Master Plan Consultant were directed to formulate the specific boundaries of the influence area. The attached Interim Influence Area was prepared as requested by the meeting participants. This "area" and the related submission procedures have been endorsed by all participants of the July llth meeting as well as the County Director of Planning. In addition, on August 2nd, this proposal was reviewed and endorsed by the Airport Advisory Committee of the County Public Works Agency. It is estimated that it will require approximately nine months to one year for the Master Plan to be prepared and adopted. During this interim period, it is desired to prevent development in the vicinity of this facility which would be incompatible with its future configuration. It is for this purpose that the Interim Airport Influence Area and referral pro- cedures have been established. INTERIM AIRPORT INFLUENCE AREA The Interim Influence Area illustrates the land area which could be influenced by the future configuration of the Palomar Facility. The boundaries of this influence area were based primarily on estimates of noise rones for future alternative runway configurations which will be under study by the Master Planning contractor. This influence area will be revised as required as the Master Plan- ning study progresses. SUBMISSION PROCEDURES It is requested that jurisdictions submit proposed land use changes within the Interim Airport Influence Area to the Airport Land Use Commission for review and recommendation. The following proposed land use changes should be sub- mitted: zone reclassifications, annexations, special use permits, conditional use permits, tentative subdivision maps, private development plans, master plans, and specific plans. The Airport Land Use Commission will accomplish its review and recommendation within forty-five days of the date of receipt of the referral.
