Cook City Engineer City of Carlsbad 1200 Elm Avenue Carlsbad, California 92008 Dear Mr. Cookj This letter is to confirm, at the request of Rick Engineering Company, that they have coordinated with us their attached master development plan for Rancho Carrillo insofar as it concerns the San Diego County Circulation Element. It is consistent and compatible with the roads currently shown on our Circulation Element and with our proposed alignment of those roads. Our Circulation Element, however, was developed without the benefit of knowledge of the density and pattern of development planned by the landowners in this area. We would, therefore, recommend that you study the impact of this development plan on the circulation needs of the area to serve this specific development and require the developer to furnish the right of way and improvements necessary to provide such circulation. We would be happy to assist in such a study at your request. A cursory review indicates that in order to accommodate this density of develop- ment in that general area, the east-west collector designated as Poinsettia Drive should be a four-lane divided highway and the north-south collector, El Fuerte St., should also be a four-lane divided highway. The resulting grid of four-lane divided highways should be further split with four-lane undivided highways or an equivalent system of good residential collector streets. Very truly yours, H. M".
