ON THE SOUTHERLY SIDE OF PALOMAR AIRPORT ROAD AND
EASTERLY OF EL CAMINO REAL.

General Discussion:
The Planning Commission, On August 8, 1972, denied a request for a
pre-annexational zone change from San Diego County E-l-A to City
of Carlsbad P-C Zone and Adoption of a Master Plan on 853 acres
lying southerly and northerly of Palomar Airport Road and approximately
two miles east of El Camino Real. The Planning Commission decision
was subsequently appealed by the applicant to City Council, where
the decision of denial was reversed with a lower density being speci-
fied.
One of the Conditions of Approval reads as follows: "A City of
Carlsbad General Plan Amendment shall be approved for any revision
that will increase densities or alter approved land uses." Therefore,
this application represents such a request to change residential
land use in the General Plan from estate low-density (0-2 units/
acre) to low-density (3-7 units/acre).
Recommendation:
Staff recommends approval of the General Plan Amendment for the
following reason:
REASON OF APPROVAL:
1. The proposed uses and densities will not be detrimental to the
surrounding properties.
2. The proposed amendment will not adversely affect the General
Plan of the City of Carlsbad.
