Processing Schedule; The processing schedule that you forwarded to the city must be revised to correct erroneous Planning Commission dates. I have attached a 1981 Planning Commission meeting schedule. Also, at this time I have not received an application sufficiently complete (graphics) to innitiate formal staff review. 2. Graphics; In regards to master plan graphics, the submxttals used in the La Costa Master Plan are generally sufficient. I would, however, like to make the following suggestions: A) Additional Graphics; A graphic showing existing slope, as we have previously discussed, should be included in your submittal. B) Format: I would like to suggest that all required graphics should be placed within the documents at a reduced scale (8 1/2 xll); larger fold-out graphics (24'x36*) should be at the back of the document. I believe that this will make the document easier to use and review, and will reduce the staff time necessary to reproduce larger fold-out graphics. Mr. Jim Goff June 2, 1981 Page 2 3* Park Site ; I have attached a copy of the minutes of March 16, 1981, Parks & Recreation Commission Meeting. At this meeting. Peter Templeton presented the park concept proposed in the Master Plan. The Commission, however, clearly indicated that they would not approve this concept, and endorsed the existing park site "K" as indicated in the Carlsbad General Plan. 4. Revision /Amendment of Environmental Document; As indicated in a previous meeting with the EIR consultant, all relevant information regarding proposed changes to the circulation aspects of the Carrillo Rancho Master Plan must be received by the consultant, and integrated into the EIR document, by the end of June, if you are to meet your processing schedule. CARLSBAD, CALIFORNIA 92008 TELEPHONE (714) 434-4578 Our file Number: June 2, 1981 Mr. Patrick Tessier Planning Department CITY OF CARLSBAD 1200 Elm Avenue Carlsbad, Ca. 92008 Subject: Carrillo Ranch Master Plan Dear Pat: - I appreciate your letter of June 2, 1981, outlining a number of matters that need to be addressed as we proceed with the process- ing of this Master Plan. I should indicate at the outset that it appears to me very unlikely that we will be able to adhere to the general schedule I had recently suggested. This is principally due to more time being required to resolve problems than I had earlier anticipated. I believe the delay will probably be in the neighborhood of 4 to 6 weeks. With respect to your comments regarding graphics, I am forwarding your letter to Peter Templeton and Susan Card of The Planning Center so that they may be guided accordingly. I recognize the problem yet to be resolved regarding the park in the Carrillo Master Plan draft. It is my hope that we will have another opportunity to present a modification of the earlier March 16th proposal to the Parks & Recreation Commission. How- ever, until all aspects of this alternative have been identified, I cannot proceed with resolution of this issue. I am optimistic that an attractive proposal can be developed which will be found acceptable to the City and will in essence support the park pro- posal contained in the present draft. At the earliest opportunity the material needed by the environ- mental consultants for their work will be made available to them. At the moment, however, some of the information regarding proposed changes in the circulation plan are not ready for transfer to them. (Continued) June 2, 1981 Mr. Patrick Tessier Planning Department (Continued) While it may be possible to make this material available as you indicated by the end of June, I still feel as I mentioned above that there will be an overall delay in processing this project. In the meantime, I would 'request that you continue your review of the text draft so that when these revisions are completed, our collective major effort may be devoted to only these latest revisions. I would estimate that only about 20 pages out of this 70-page document would require changes based on circulation and park studies currently in process and even at that only one third of the 20 pages would require significant text changes. I am also forwarding drawings to you representing the phasing of this Master Plan. While circulation studies may very well result in a change in this phasing, I would particularly be interested in your review and comment on the approach being taken. If I may provide any additional information at this time, please do not hesitate to let me know.
