During this time, we have circulated for staff review and comment at least four separate versions of the Carrillo plan. • ' . It has become apparent that the various property owners of the Carrillo Ranch cannot reach agreement on a primary agent to work with city staff and, at one point last month, three firms were representing themselves as the principal agent for the project. As a result of this situation, the Carlsbad Planning Department has suspended review of the Carrillo Master Plan document pending either one of the following occurrences: 1) All property owners must designate, in writing, a person or firm as primary project agent, or 2) The city must receive a complete formal application for a Master Plan submittal.
