As you know, the deadline for all GPA applications was August 1st. However due to the complexity and magnitude of the Rancho Carrillo project, a 25 day grace was granted. This was documented in letters to you which were dated July 17th and August 12th. Both are attached. The changes in the latest Land Use Map are significant, particulary in regard to environmental review for the project. We are concerned that because of previous changes, the basic EIR document will be, at best, unusual in its format. A further revision to the application we are now processing will require additional environmental review in the area of traffic and noise. We have given the EIR consultant a September 11 deadline to finish work. A new change at this point will not afford time for proper staff review. In order to preserve the integrity of the EIR and overall staff work, we cannot accept a revision to the current application at this late date. A legally defensible project analysis is imperative for all projects and particularly one of Rancho Carrillo's magnitude. There are a couple of alternatives to the situation as we see it. If the change is absolutely essential; 1. Withdraw the current application until the next GPA hearing. It is anticipated that the next hearing will be in June of 1982, (February 28th is submittal deadline with completed environmental information.); Or if the change can be differed; 2. Continue to process the currrent GPA application. If approved, a subsequent amendment could then be requested on the land norht of Palomar Airport Road.
