SUBJECT: Presubmittal Review of Carrillo Ranch Master Plan
Dear Peter,
In regards to the presubmittal review of the above refer-
enced document, I have enclosed a completed checklist of the
Planned Community Zone Code submittal requirements. For the
convenience of your review, 1 have also enclosed a copy of
the Planned Community Master Plan submittal requirements,
(Code Section 21.33.060) which corresponds point by point
with the submittal checklist items.
At this time, staff has reviewed the Carrillo Ranch Master
Plan submittal for fulfillment of code submittal require-
ments only. As noted in the attached checklist, the Carrillo
Master Plan document appears to be deficient in a number of
areas.
I would also like to call your attention to concerns ex-
pressed in the Carlsbad Engineering Department regarding the
Carrillo Ranch traffic circulation. Specifically, the
Engineering Department has recommended the following:
1. The curve in'Palomar Airport Road west of Melrose
should be straightened out (beyond minimum stand-
ards which.are intended to minimize grading or
allow construction in difficult terrain).
2. The access roads to the development should be
spaced 2600 feet apart on Melrose and Talomar
Airport Road (one access road onto Melrose should
be deleted).
3. The alignment of Melrose as it enters Vista is in
conflict with a development now being proposed in.
V.lsta. The developers have been advised that they
should get together and propose an alignment to
Vista and Carlsbad (the Rancho Carrillo developer
is not addressing the issue).
These issues are critical to the Carrillo Ranch Master Plan
submittal,' and must be responded to if processing of the
Carrillo Ranch Master Plan is to proceed in a timely manner.

cuss these issues. Please contact me regarding a convenient
time, and any further questions regarding this matter.
