SUBJECT: APPLICATION STATUS OF RANCHO CARRILLO MASTER PLAN
AMENDMENT AND GENERAL PLAN AMENDMENT
. Dear Mr. Templeton:
On January 21, 1981, the-City of Carlsbad received
y'our application for a Master Plan Amendment and General
Plan Amendment for Rancho Carrillo. Unfortunately, both the
Master Plan and General Plan Amendment applications are
deficient in a number of areas, and the city cannot accept
the respective applications as submitted.
Specifically, a preliminary review of the application
materials shows the following submittal deficiencies:
1. General Plan Amendment
a) ' City of Carlsbad Application Form: The city
did not receive a full-page application, the top third of
the form was evidently cut-off through reproduction.
b) Environmental Impact.Assessment: The Rancho
Carrillo Environmental Impact Report in draft format will
address this requirement; the draft report will not be
complete for 4-6 weeks. (Note: Although the city will accept
and begin processing an application with a draft EIR, the
requirements of AB 884 will not begin until the environmental
document has been certified).
c) 300 Foot Radius Map; Not submitted as required.
d) Property Owners and Occupants List: Not coded to
map as required.
e) ' School District Letter: Written confirmation
of school facilities availability, from the Carlsbad School
District, not submitted as required.
The above referenced documents are required in a
preparation check list attached to the blank General Plan
Amendment application forms. I have included a copy for
your reference.

2. Master Plan Amendment
a) Environmental Review: As noted in item l.b.r
the Rancho Carrillo EIR will not be in draft form for 4-6
weeks. The screen check EIR, received by this office on
January 22, 1981, is not sufficiently finalized to satisfy
this requirement.
b) Economic Impact Report: A draft of this
document is expected in 1 to 2 weeks.
c) Sign Program; The application did not include
a community identification sign program as required by the
Planned Community Zone Code (Sections 21.38.050(4), and
21.38.060(4)).
d) Application Format; The city requires a
complete integrated Master Plan document. The document as
submitted, with attached changes and inserts, is not an
acceptable submittal. We require a loose-leaf binder format
with all text pages in sequence as the mqst appropriate
submittal.
3. Fees
The fees submitted with your applications (check
#33479: $2,051.00) were incorrectly computed; and are not
sufficient to meet city requirements. The correct fees based
on an 846.3 acre project are described on your application
forms, are computed as follows:
Master Plan Amendment: $500 + $2/Acre = $2192.6
General Plan Amendment: $200 + $5/Acre = $4431.5
Total Fees = $6424.10
)
The city adopted a new fee schedule (reflected in the
above figures) on January 1, 1981. I have attached this
for your reference.
In view of the above-noted deficiencies in your application
packet, I am returning your check for $2051.00 with this
letter. I would like to emphasize that the information
outlined in this letter represents a very brief preliminary
review of the Master Plan document.

As discussed in our telephone conversation on January
22, 1981, the materials submitted for the Master Plan
document will be circulated in-house for an informal pre-
submittal review. A complete submittal package will be
required when you make formal application to the city.
