REPORT ON: CONSIDERATION OF REVISION OF MASTER FLAN

REQUEST that the Planning Commission recommend to the City Council that the
approved Master Plan (Case No. MP-6) be amended to delete an indicated school
site shovjn westerly of El Fuerte Street in an area known as La Costa Estates
North (CT 73-10, SP-112).
The original Master Plan was approved by C. C. Ordinance 9322
dated September 5, 1972. In May of 1973» the Planniag Commission did approve
by Resolution No. 906, and the City Council subsequently approved, a Specific
Plan 112 which encompasses that area known as La Costa Estates North. Subse-
quent to that approval, the Rich-Mar Union School District (See attached
letter) did determine that the proposed school site was not needed. Therefore,
this amendment is requested by the applicant.
STAFF RECOMMENDATION: That it be moved that the Planning Commission recommend '
to the City Council that Section 2 of CC. Ordinance 9322 be amended to read
as follows:
SECTION 2. MASTER FLAN - The Master Plan, marked Exhibit A,
Case No. MP-149 entitled, "Revised Master Development Plan La Costa Planned
Community," is subject to the following limitations and conditions: The
conditions outlined in Ordinance 9322 as presently written remain unchanged •
and in effect.
Justification for this action is based upon the fact that the
affected school district has indicated that the proposed school site is not
needed.

Please be advised that the Rich-Mar Union Board'Of Trustees , :
has officially accepted the La Costa Land Company's offer to .
dedicate certain land parcels for anticipated school sites.
The Board has officially determined that the site referred to
as site "C", as shown on the tentative map, will not be re- -
quired by the district. Therefore, it is recommended that
La Costa Land Company be allowed to withdraw its offer to
. dedicate the site "C" to the Rich-Mar Union School District,
The Rich-Mar district is pleased with the cooperation and the
working relationship with the La Costa staff.

RE: REVISION TO LA COSTA MASTER PLAN
Gentlemen:
La Costa Land Company wishes to amend the Master Plan for their
property by deleting the Rich-Mar Elementary School site shown on
the adopted Master Plan.
The subject site is located westerly of the collector street shown
on the adopted Master Plan as El Fuerte Street and southerly of
Alga Road.
The Rich-Mar School District has re-assessed this portion of their
district and determine that the subject site is not needed. Please
review the attached communications for justification of this proposed
amendment.

but three (3) school sites generally placed, as Mr. Morey indicates,
in La Costa.
Our agreement with La Costa relinguishes three (3) school sites
(of the original six (6), for the three (3) mentioned above,
which are to accrue, free and clear to the district.

Dear Bob:
Thank you for informing the County Planning Department concerning
the general need for a location of schools in the La Costa owned
land in your district.
We are about to enter into conversations with the City of Carlsbad
concerning revisions of the La Costa land part of the City of
Carlsbad general plan.
I would appreciate it if you would send a letter directly to the
Planning Director of the City of Carlsbad indicating that after con-
siderable study that your district has concluded with La Costa that
three (3) sites are what is required and that others may be deleted.
The three sites, of course, are the Levante Street site, one located
somewhere between the Ponderosa Project and our Spanish Village
Project, and one located somewhere east of Rancho Sante Fe Road.
You understand that the San Dieguito General Plan for which you wrote
a letter to the County Planning Department is not binding for the City
of Carlsbad. Thus, it is necessary for us to work with the City of
Carlsbad in this regard..
