SUBJECT: GPA-62(B)/MP-149(J) - DAON CORPORATION - A request to
amend the Land Use Element of the General Plan and the
La Costa Master Plan from Travel Service (TS) to
Community Commercial (C) on property located on the
southwest corner of Rancho Santa Santa Fe Road and
Mision Estancia.
I. PROJECT DESCRIPTION
The applicant is requesting an amendment to the Land Use Element
of the General Plan to change a nine acre site from Travel
Service Commercial (TS) to Community Commercial (C). The request
also includes an amendment to the La Costa Master Plan which
would make the land use in that document consistent with the
proposed general plan change. Please see Location Map
(attached).
II. ANALYSIS
Planning Issues
1. Is the proposed general plan amendment appropriate for the
site?
2. Is the proposed designation compatible with existing and
proposed land uses in the area?
Discussion
Travel Service (TS) is the current general plan designation on
the subject property. The general plan indicates that the TS use
category is primarily for motels, hotels, restaurants and service
stations which cater to the traveling public. Based on the types
of uses allowed and the location of the subject property, staff
feels that the property is more suitable for the Community
Commercial designation. The amount of tourist oriented or
stop-over type traffic necessary to support the Travel Service
land use could be better found near 1-5, Highway 78 or El Camino
Real.
The applicant is proposing the Community Commercial (C) designa-
tion for the subject property. Staff feels that this would be an
appropriate use for the site. The general plan states that the C
designation should provide a wide range of retail trade (market,
banks, restaurant, drug stores, etc.), should be located at the
intersection of arterials, and should be between six and twelve
acres in size. The property meets this criteria, as it is
located at the future intersection of Rancho Santa Fe Road and
Mision Estancia, both arterial streets. The property is nine
acres in size.

The master plan is an implementing tool of the general plan and
should be consistent with that document. As a result, the
applicant is proposing changes to the master plan text which
correspond to the proposed amendment above (see Exhibit "A",
attached). Staff feels these changes are consistent and would
also propose an additional condition to- the master plan text
which would require a La Costa development plan (site develop-
ment plan) for development of the property. Staff feels this
would give the Planning Commission the ability to review the
project for proper access to the proposed commercial area.
III. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this amendment
will not have a significant effect on the environment and,
therefore, has issued a Negative Declaration on August 9, 1982.
IV. RECOMMENDATION
It is recommended that the Planning Commission APPROVE the
Negative Declaration issued by the Land Use Planning Manager and
ADOPT Resolution No. 2010 recommending APPROVAL of GPA-62(B), and
Resolution No. 2011 recommending APPROVAL of MP-149(J) to the
City Council based on the findings contained therein.

The City of Carlsbad has conducted an envirconental review of the
above described project pursuant to the Guidelines for Inpleraentation
of the Califomia Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for the
subject project. Justification for tliis action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on
file in the Planning Department, City Hall, 1200 Elm Avenue, Carlsbad,
CA. 92008. Conments fran the public are invited. Please subnit
