HomeMy WebLinkAboutMP 149K; Shapell Industries; Master Plan (MP)fi iJ APPLICATION SUBMITTAL DATE:' J/^ARY 6, 1983 STAFF REPORT DATE: February 23, 1983 TO: Planning Commission FROM: Land Use Planning Office SUBJECT: CT 83-1/CP-226/SP-171(C)/MP-149(K)-SHAPELL INDUSTRIES - A request for a 12-lot/120-unit tentative tract map and condominium permit along with a specific plan amendment and master plan amendment on property located on the northeast corner of El Camino Real and Levante Street in the P-C zone. I. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolutions Nos. 2082, 2083 and 2084, recommending APPROVAL of CT 83-1/CP-226, SP-171(C) and MP-149(K) to the City Council based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION The applicant requests approval of a 12-lot/120~unit tentative "tract map and condominium permit along with a specific plan amendment and master plan amendment located as described above. The proposed project will be located on an 8-acre triangular shaped parcel .and have a density of 15 dwelling units per acre. This density is v/ithin the General Plan range designated for this site of 10-20 dwelling units per acre. The subject property is elevated above El Camino Real and was previously occupied by 6 model homes and a sales office constructed by Shapell Industries for their nearby Green Valley Knolls project. Perene Place, the existing road providing access to this site will be eliminated by this project and replaced by a private road v/ith a different alignment. The property to the north of the subject property is occupied by the Vons commercial center, while the properties to the south and west are vacant. A 150-foot wide S.D.G.& E. easement will separate the proposed project from the existing single-family homes to the east. The propo.'^ed project consists of ten 3-story buildings, each of which v/ill have 12 dwelling units. The units will range in size from 1215 to 1780 square feet. No buildings will exceed a height of 35 feet. The applicant is also requesting a specific plan amendment and a master plan amendment. The proposed specific plan amendment would rescind a previous specific plan amendment which designated this site for a model home complex and sales office for the adjacent Green Valley Knolls project. The proposed master plan amendment would change the La Costa Master Plan designation of this site from RLM, 0-4 du/ac, to RMH, 10-20 du/ac. Again, the requested change of density is consistent with the City's General Plan. III. ANALYSIS Planning Issues 1. Does the proposed project conform with the development standards and design criteria of the Planned Development Ordinance? 2. Are the proposed master plan and specific plan amendments consistent with the General Plan designation for this site? 3. Will the proposed master plan and specific plan amendments adversely effect the adjacent properties? Discussion As proposed, this project meets or exceeds all of the development .standards of the Planned Development Ordinance. Eight of the 12 units in each building will have a 2-car garage. The 4 middle units in each building will have a single-car garage along with an uncovered parking space. All of the uncovered parking spaces will be v/ithin 150 feet of the unit they are assigned to. The required storage areas will be provided within the garages. Visitor parking will be available along Street "A" and in parking bays adjacent to Street "A". A large common recreation area will be located near the center of the project. This area will consist of a tennis court, sv/imming pool, spa, restrooms and deck area. A large, grassy picnic area, with barbeque facilities will be provided in the northerly portion of the site. In addition, each unit will have a private deck varying in size from 91-225 square feet. All other development standards of the Planned Development Ordinance are met by this project. Design Criteria As proposed, this project also conforms with the design criteria of the Planned Development Ordinance. The applicant has located the common recreation area in the east central portion of the property adjacont to the S.D.G. & E. easement. This design v/ill -2- tie the common recreation space to the open area created by this 150-foot wide easement. The applicant has used the same technique with the picnic area in the northerly portion of the site. The existing S.D.G. & E. easement should adequately buffer the existing single-family residences to the east from this project. The slope along El Camino Real will be heavily landscaped with a combination of t^ees and shrubs to buffer the proposed project from El Camino Real. This project will have a divided entrance with a large landscaped island. Whenever possible the applicant has attempted to curve the access road and provide stamped concrete walkv^ays to break up the appearance of the asphalt. Each building will have at least a 24-foot separation from any adjacent building. In addition, the buildings will be set back a minimum of 27 feet from the right-of-way of the adjacent public streets. Master Plan and Specific Plan Amendments As proposed, the master plan and specific plan amendments are consistent with the General Plan's designation of RMH, 10-20 du/ac for this site. The subject property was originally designated for RMH, 10-20 du/ac, type of development by the La Costa Master Plan. In 1976, the La Costa Master Plan was amended to allow for the approval of SP-171 and lower the land use designation for this parcel along v/ith approximately 98 acres to the east to accommodate the Green Valley Knolls development. The Green Valley Knolls project v/as basically a single-family project with a density of approximately 2.8 du/ac. The proposed master plan amendment would bring this site's master plan designation into conformance with its General Plan designation. The proposed specific plan amendment, SP-171(C), would rescind SP-171(A). Specific Plan 171(A) amended SP-171 to allow this site to be developed with model homes and a sales office even though it v/as designated as a condominium lot by SP-171. The overall effect of SP-171(C) and MP-149(K) would be to allow this site to develop in accordance with its General Plan designation of RMH, 10-20 du/ac. Staff feels the proposed master and specific plan amendments to allow this site to be developed v/ith condominiums will not adversely effect the existing single-family residences to the east. The 150-foot S.D.G. & E. easement should provide an adequate buffer between these homes and the proposed condominium development. In summary, staff feels that the proposod project is compatible with tlie development standards and design criteria of the Planned Development Ordinance. In addition, the proposed master plan and -3- specific plan amendments are in conformance with the General Plan and will not have an adverse impact on the adjacent residences; therefore, staff recommends approval of this project. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant effect on the environment and, therefore, has 'ssued a Negative Declaration on January 14, 1983. Adjacent to the nortliwest corner is a new community shopping center. There is a 150 foot wide San Diego Gas & Electric Company easement adjacent to tlie east. The subject property was formerly occupied with six model homes and a sales office, aii of which have been removed. Grading of the site will be minimal. We understand that this site was included in the original La Costa Master Plan for vvhich an Environmental Impact Report was processed and designated for medium density (10-20 DUA). We understand that the Master Plan (MP-149) was amended when SP-171 was approved for singie family dwellings. Subsequently SP-171-A was approved permitting six model homes and a sales office on the subject ptoperty. These six models and sales office were only an interim use and have since been moved off the site. Our proposal at this time is to develop the site In accordance with the adopted General Plan as well as the original La Costa Master Plan. We have selected n design that will result in fifteen (15) DUA v/ith a rather low profile when compared to higher buildings and maximum density of twenty (20) DUA. STATEMENT OF AGREEMENT TENTATIVE SUBDIVISION MAP CITY OF CARLSBAD The Subdivision Map Act: and the Carlsbad Municipal Code sets a fifty (50) day time restriction on Planning Commission processing of Tentative Maps and a thirty (30) day time limit for City Council action. These time limits can only be extended by the mutual concurrence of the applicant and the City. By accepting applications for Tentative Maps concurrently with applications for other approvals which are prerequisites to the map; i.e.. Environmental Assessment, Environmental Impact Report, Condominium Plan, Planned Unit Development, etc., the fifty (50) day time limits and the thirty (30) day time limits are often exceeded. If you v;ish to have your application processed concurrently- this agreement must be signed by the applicant or his agent. If you choose not to sign the statement, the City will not accept your application for the Tentative Map until all prior necessary entitlements have been processed and approved.
