PROJECT DESCRIPTION/EXPLANATION
PROJECT NAME: POINSEITIA SHORES
APPLICANT NAME: KAIZA POTNSEITIA CDRPORATION and SEA BLUFF ASSOCIATES
Please describe fully the proposed project Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for, or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation.
The Poinsettia Shores Master Plan will supersede the existing Batiquitos Lagoon Educational
Park (BLEP) Master Plan. The private school and research and development uses currently
allowed by the BLEP Master Plan on the east side of the railroad track will be changed to
allow for the development of single and multiple family dwelling units. The public facility
impacts of the proposed land uses identified in the BLEP Master Plan will be significantly
decreased with the approval of the changes proposed in the Poinsettia Shores Master Plan.
The amended Zone 9 Local Facilities Management Plan will identify the public facility
impacts of the Poinsettia Shores Master Plan.
The Master Plan features nine residential Villages, a community recreational area, a
neighborhood commercial area, a travel service/commercial area, a recreational vehicle
storage lot, as well as various open space are::s. When built out, the Poinsettia Shores
Master Plan will not exceed the maximum number of dwelling units as allowed by the
amended Zone 9 LFMP which analyzes and includes the density bonus allowed by City
ordinance for the provision of affordable housing.
The Master Plan has been designed to preserve the environmental resources located on the
site. This includes the bluff top and slope area north of Batiquitos Lagoon. A portion of the
pedestrian trail system will be constructed along the bluff top. The slope areas will remain
in their natural state with the exception of the existing and any required desiltation basins.
A portion of the Poinsettia Shores Master Plan Area has been developed. There currently
exists 70 single family dwelling units within the area known as Village J. In addition, five
vacant buildable residential lots also remain in Village J.

ENVIRONMENTAL IMPACT ASSESSMENT FORM -PART 1
1. The proposed project is an amendment to the approved Batiquitos Lagoon Educational
Park Master Plan. The proposed project is known as Kaiza Poinsettia Master Plan. The
162. 7 acre site consists of three topographic areas : Lagoon or wetlands, coastal lagoon
bluffs, and coastal marine terraces. The developable portions of the site are found on
approximately 127 .93 acres of the coastal terrace.
2. The proposed product type for the Master Plan land uses will incorporate the required
standards set forth in title 24 of the Uniform Building Code and any other City standards
for energy conservation.
3. The project is a mixed use Master Plan which includes single family, multi-family,
Hotel, Conference Center, Tourist Commercial, and Open Space land uses.
a. The proposed project will consist of approximately 241 single family units and
210 multi-family units. Additionally, there will be 90 affordable units within the
multi-family planning areas.
The single family units will range in size from 2,800 to 3,600 square feet while
the multi-family will range in size from approximately 300 square feet for the
Single Room Occupancy units to approximately 1,800 square feet for the
townhome units.
The selling price for the units has yet to be determined. The average daily trip
for the residential uses can be expected to be approximately 3,752 ADTs, which
is broken down to 2,352 ADT's for single family units and 1,400 ADT's for
multi-family units. The proposed Kaiza Poinsettia Master Plan will reduce the
overall ADT by 16,388 as compared to the previously approved Batiquitos
Lagoon Educational Park.
b. Villages J, K, and L are designated for commercial uses to include a hotel,
conference center, and commercial tourist facilities. Specific project details for
these area have not yet been established.

ENVIRONMENTAL IMPACT ANALYSIS
1) EXPLANATION:
The proposed project is an amendment to the approved Batiquitos Lagoon Education Park
Master Plan. The proposed project known as the Kaiza Poinsettia Master Plan is in
conformance with the site's existing Planned Community PC Zoning. The proposed
project will require a change in land use designations from RM, RMH, RC, P, N, TS/C
and OS to RLM, RM, RMH, N, TS/C and OS. The proposed land use designation
change will result in the reduction in the intensity of this site. This will create less
demand for public facilities in this portion of Carlsbad.
2) EXPLANATION:
The proposed project will maintain the resources of the Batiquitos Lagoon by preserving
the bluff slopes adjacent to the lagoon. The project will not affect the use of a
recreational area, instead the project will provide onsite recreational areas per the
requirements of the Planned Development Ordinance.
3) EXPLANATION:
The proposed project will be located adjacent to existing homes within Planning Area C 7 and the Lakeshore Mobile Home Park. However, the project will provide a sufficient
_. _ foot buffer between the existing homes and the proposed structures. Per the requirements
of the Master Plan and City ordinance the new development shall be compatible with the
existing land uses.
4) EXPLANATION:
The project area is currently vacant except for Village C which has already been
developed with 75 single family units. The residents of Village C or any other
authorized community residents will not be displaced by the proposed Master Plan
activity.
5) EXPLANATION:
Per the requirements of the Inclusionary Housing Program identified in the City of
Carlsbad's revised Housing Element the Master Plan will provide at least 20% of the
project's total units as low or moderate income housing.
6) EXPLANATION:
Existing housing will not be affected. The proposed project will fill a demand for
additional housing, not create a demand.
7) EXPLANATION:
Other than the wetlands and slope areas adjacent to Batiquitos Lagoon, which will be
preserved, the topography and natural features of the site are fairly typical of that found
in north coastal San Diego County.
8) EXPLANATION:
The general area has been determined by the previous EIR 84-3 to have some
significance regarding historical and archaeological findings. The area has been
extensively surveyed and excavated to preserve significant cultural resources.
Development will only occur in areas of archaeological or historical site that are
considered less than significant.
9) EXPLANATION:
The are no known scarce natural resources on this site.
10) EXPLANATION:
Any potential impacts to fish, wildlife or plant resources will be mitigated to less than
significance via the measures called for in the Coastal Development Permit or City
permits.
11) EXPLANATION:
The developable area of the proposed Master Plan has been used for agricultural
purposes in the past. The on-going weed abatement activity on the site has suspended
the encroachment of any significant habitat or plant species.
12) EXPLANATION:
Erosion control measures will be implemented during and after construction in order to
reduce the amount of siltation into Batiquitos Lagoon to a level of insignificance. Per the
aforementioned permits, the Batiquitos Lagoon and adjacent slope habitats will be
preserved and enhanced.
13) EXPLANATION:
This site is not currently being utilized for agricultural purposes. However, farming
attempts have been made in the past in the general area. Food crops were not successful.
14) EXPLANATION:
The proposed project will be less intensive than that which is currently allowed by the
approved Batiquitos Lagoon F.ducational Park Master Plan. The proposed project will
not encourage the development or intensify development of undeveloped or already
developed areas.
15) EXPLANATION:
The proposed project will conform to all environmental standards as set forth be the City
of Carlsbad.
16) EXPLANATION:
The project is an amendment to the existing Batiquitos Lagoon F.ducational Park Master
Plan. The proposed Master Plan will be developed in three phases. Phase I and II will
be residential and include a recreational facility. Phase ill will be for the development
of Travel Service Commercial and Neighborhood Commercial. The entire area is
projected to take several years to complete development.
17) EXPLANATION:
The proposed Master Plan Area is located in the Coastal Zone, therefore, a Coastal
Development Permit will be required to be processed through the Coastal Commission.
The proposed Master Plan will also require issuance of a General Plan Amendment from
the City of Carlsbad for the site's change in land use designations.
18) EXPLANATION:
The proposed Master Plan Amendment will conform with all requirements of the
Carlsbad Municipal Code. A Variance or Conditional Use Permit will not be required.
19) EXPLANATION:
The proposed project will not involve the application, use or disposal of hazardous
material beyond those used for normal construction purposes.
20) EXPLANATION:
All activity and development will occur outside any flood plain area.
21) EXPLANATION:
Previous environmental documents have not revealed any active faults in the area. The
closest known active fault is the Rose Canyon Fault locate approximately six miles west
of the project site.
22) EXPLANATION:
Dust control measures will be implemented during the grading and construction phase of
the proposed project to reduce dust generation to a level of insignificance.
23) EXPLANATION:
Brush, trees or other materials will be properly disposed of off site.
24) EXPLANATION:
Dust and erosion control measures will be implemented so as not to adversely affect air
or water resources.
25) EXPLANATION:
The proposed project will be developed following the standards set forth by the City
ordinances for energy efficiency.
26) EXPLANATION:
There are isolated areas within the developable portion of the Master Plan Area where
slopes are greater than 25 % . Development on any slopes manmade or natural with
grades in excess of 15 % shall require Hillside Development Permits.
27) EXPLANATION:

All grading will conform with the City of Carlsbad's grading ordinance and standards.
28) EXPLANATION:
All of the performance standards called for in the Zone 9 Local Facilities Management
Plan will be met. Per the City's Growth Management Program the project will not
substantially impact utilities, sewers, or street because the project will provide its share
of improvements so that acceptable performance standards are maintained. Additionally,
the proposed Master Plan Amendment is for less intensive uses for the portion of the
Master Plan east of the railway Right-of-Way.
29) EXPLANATION:
The proposed project will not increase wind or water erosion of soils due to
implementation of erosion control measures during grading and construction phases of
the project. Adequate landscaping will prevent erosion after construction has been
completed. The proposed project will actually decrease the affect of wind and water
erosion from what is currently occurring on the site.
30) EXPLANATION:
The proposed project has been previously graded or disturbed thereby eliminating the
majority of on site habitat. Significant habitat immediately north of the Batiquitos Lagoon
has been designated as permanent open space to preserve the natural value of the site.
Erosion control measures will be implemented so that off site habitats will not be
affected.
31) EXPLANATION:
The proposed project will comply with the lighting policies and standards of the City of
Carlsbad. Lighting will be low intensity and shielded to prevent upward movement of
light.

development of the Master Plan will be in accordance with the Phasing Plan to
be approved by the City of Carlsbad.
