The City Planner has completed a review of your application for a Minor Master Plan Amendment MP
88-01(A), to allow for an eight foot tall tube steel entry gate and a seven foot tall chain link fence topped
with barbed wire surrounding the recreational vehicle storage lot and to change the production view
fence by replacing 6" x 6" wooden posts with metal posts. A notice was sent to property owners within
the La Costa Valley Master Association requesting comments regarding the above request. Comments
were received and a request for an Administrative Hearing was filed. On April 27, 2015, the City Planner
held an Administrative Hearing to consider said request. Public testimony was given. After careful
consideration of the evidence presented at the Administrative Hearing, the City Planner has determined
that the findings required for granting a Minor Master Plan Amendment can be made and therefore,
APPROVES this request based on the following findings and conditions.
Findings:
1. The City Planner finds that the project, as conditioned herein, is in conformance with the Elements
of the City's General Plan in that the proposed chain link fence topped with barbed wire will assist
in providing better security and safety of the recreational vehicle storage lot by minimizing the
damage to property resulting from crime consistent with Crime Hazards Goal "A" of the Public
Safety Element. Additionally, the existing recreational vehicle storage lot is consistent with the
Open Space (OS) General Plan designation.
2. That the residential and open space portions of the community will constitute an environment of
sustained desirability and stability, and that it will be in harmony with or provide compatible variety
to the character of the surrounding area, and that the sites proposed for public facilities, such as
schools, playgrounds and parks are adequate to serve the anticipated population and appear
acceptable to the public authorities having jurisdiction thereof, in that views of the recreational
vehicle storage lot and surrounding fence with barbed wire are minimal. The character of the
area will not be compromised as there is existing RV fencing and existing transmission poles,
wires, and utilities within the SDG&E easement. Furthermore, the proposed chain link fence with
barbed wire is similar to fences that are in use at other recreational vehicle storage areas in
master planned communities.
3. That the proposed Minor Master Plan Amendment strengthens the unity and vitality of the
community's design in that the recreational vehicle storage lot and surrounding fence is located in
an isolated area within the community that is only visible to a few homes that are adjacent to the
SDG&E transmission easement. The fencing material is light in color, is minimally visible and
consists of the least possible structure to serve the intended purpose as compared to other
alternative designs.
