The application and plans submitted forthis proposed project are currently incomplete and unsuitable for further review due to the following incomplete items: 1. A complete Storm Water Management Plan. The Plan submitted contained only the questionnaire and HMP exemption matrix. The following issues need to be resolved priorto resubmittal: 2. Clarify if the driveway approach on Buena Vista Way for the remainder parcel will remain or be removed. If it is to remain, add the driveway approach on the plans. 3. Plot stopping and intersection vertical and horizontal sight distance for the driveways on Parcels 1, 2, 3 and 4 per Table A of the City of Carlsbad Engineering Standards. The grade changes on Buena Vista Way may be interfering with vertical visibility for drivers. The proposed slope in the front yard of Parcel 1 may be interfering with visibility on James Drive. If visibility is obstructed at any of these driveways, consider repositioning the driveways to resolve the issue. 4. Add a project frontage pedestrian ramp at the corner of Arland Drive and Buena Vista Way and at the corner of James Drive and Buena Vista Way. 5. Plot a proposed sewer lateral for Parcel 4. Since no sewer mains exist along the Buena Vista Way property frontage, either a lateral will need to cross an adjacent parcel via private easement to connect with the sewer main in James Drive or a sewer main and lateral will need to be constructed in Buena Vista Way from Parcel 4 to the sewer main at the intersection of Buena Vista Way and James Drive. 6. The separation between the sewer lateral and water service must be a minimum of 5 feet but 10 feet is preferred. The separation shown on Parcel 1, 2 and 3 is 5 feet. Since Community & Economic Development 1635 Faraday Ave. I Carlsbad, CA 92008 I 760-602-2710 I 760-602-8560 fax I www.carlsbadca.gov MS 13-02 April 15, 2013 Page 2 space is available for a 10 foot separation on Parcel 2 and 3, revise to 10 feet. There is no need to revise the 5 foot separation shown on Parcel 1. 7. Unlike MS 04-12 (Dix Minor Subdivision), grading plans will need to be processed and approved concurrent with the parcel map since the grading for all parcels must be done concurrently. 8. Plot proposed topographic contours on the plan in lieu of or in addition to the slope symbols. It is difficult to discern how the grading will establish the slopes and pads per the limited information on the plan. Also, show complete cut/fill daylight lines on the property. 9. Revise the enclosed redlined Storm Water Management Plan (SWMP). 10. Revise the enclosed redlined Hydrology Study. 11. Identify on the map which trees will remain or be removed. 12. Add to the map the easement for pipeline and incidental purposes located along the westerly 2 feet ofthe property as identified in the preliminary title report. If you or the applicant has any questions, please either see or contact me at extension 2781. Please include the attached redlined plans and documents with your letter to the applicant and request that they submit new prints and a revised SWMP and Hydrology & Hydraulics Report with the redlined prints for continued review. The Planning Division has reviewed your Tentative Parcel Map, application no. MS 13-02, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. The second list is project issues of concern to staff. In order to expedite the processing of your application, the "incomplete" items and your response to the project issues of concern to Staff must be submitted directly to your staff planner; therefore, please contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter summarizing how all identified incomplete items and/or project issues have been addressed; and (3) five (5) sets of revised plans. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted, the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, March 20, 2013, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. In order to expedite the processing of your application, you are strongly encouraged to contact your Staff Planner, Chris Garcia, at (760) 602-4622, to discuss or to schedule a meeting to discuss your application and to completely understand this letter. The application and plans submitted for this proposed project are currently incomplete and unsuitable for further review due to the following incomplete items: 1. A complete Storm Water Management Plan. The Plan submitted contained only the questionnaire and HMP exemption matrix. ISSUES OF CONCERN Planning: 1. Please add the project number to the top right corner of the plans (MS 13-02). 2. Please update the site address to be 1600 Buena Vista Way. 3. Please include the net area of each parcel in square feet in addition to the gross acreage shown. Net acreage is determined pursuant to Section 21.53.230 of the Carlsbad Municipal Code. If constraints are identified, please note them on the title sheet. 4. Please add proposed density in dwelling units per net acre (3.3 du/net acre). 5. Please show building setbacks per the R-l zone (20' front, 10% lot width for side yards with a maximum of 10', and 20% lot width for rear yards with a maximum of 20'). Lot width is measured at the 20' front setback line. 6. The setbacks for Parcel 1 (panhandle lot) can be proposed as desired. However, please keep in mind that for Parcel 1, 3 non-tandem parking spaces will be required to be located on the site and include an approach of not less than 24 feet and also include proper turnaround. Engineering: 1. Clarify if the driveway approach on Buena Vista Way for the remainder parcel will remain or be removed. If it is to remain, add the driveway approach on the plans. 2. 3. Add a project frontage pedestrian ramp at the corner of Arland Drive and Buena Vista Way and at the corner of James Drive and Buena Vista Way. MS 13-02 - KING PROPERTY April 18, 2013 Page 4 4. 5. The separation between the sewer lateral and water service must be a minimum of 5 feet but 10 feet is preferred. The separation shown on Parcel 1, 2 and 3 is 5 feet. Since space is available for a 10 foot separation on Parcel 2 and 3, revise to 10 feet. There is no need to revise the 5 foot separation shown on Parcel 1. 6. Unlike MS 04-12 (Dix Minor Subdivision), grading plans will need to be processed and approved concurrent with the parcel map since the grading for all parcels must be done concurrently. 7. Plot proposed topographic contours on the plan in lieu of or in addition to the slope symbols. It is difficult to discern how the grading will establish the slopes and pads per the limited information on the plan. Also, show complete cut/fill daylight lines on the property. 8. Revise the enclosed redlined Storm Water Management Plan (SWMP). 9. Revise the enclosed redlined Hydrology Study. 10. Identify on the map which trees will remain or be removed. 11. Add to the map the easement for pipeline and incidental purposes located along the westerly 2 feet ofthe property as identified in the preliminary title report. Fire: Fire comments, if any, to come under separate correspondence.
