STAFF REPORT JULY 24, 1985 PLANNING COMMISSION LAND USE PLANNING OFFICE PCD-84 - BUENA VISTA APARTMENTS - Request for a Planning Commmission Determination for a 12-unit apartment project generally located on the north side of Luciernaga Street between Corintia Street and El Fuerte Street in the RD-M zone. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2463 APPROVING PCD-84, based on the findings and subject to the conditions contained therein. II.PROJECT DESCRIPTION The applicant is requesting approval to construct a 12-unit apartment project on a .79 acre site. This would result in a density of 15.2 du/ac. Since the density range for this area is 10-20 du/ac, the Zoning Ordinance requires a Planning Commission Determination to justify the density. The proposed density of 15.2 du's/ac just barely exceeds the mean density of 15 du's/ac established by Council Policy 7872 for the RMH General Plan designation. Staff believes the proposed density still meets the intent of Policy 7872. The site, located on the north side of Luciernaga Street, is presently vacant. Lots to the east and west are also vacant. The area to the south is developed with duplexes in the R-2 zone and property to the north is developed with condominiums. The project site itself has been previously rough-graded and is now relatively level except for the rear one-fourth of the lot which consists of an existing steep (1 1/2:1) slope. This slope has been certified to be stable by the applicant's engineer and is acceptable as such by City engineering staff. The proposed project will consist of four buildings having a total of 12 two-bedroom stacked flats. The units will have a floor area between 850 and 930 square feet. Twelve single car garages have been provided along with the same number of open parking spaces. III. ANALYSIS Planning Issues 1) Does the project comply with the development standards of the Carlsbad Zoning Ordinance? 2) Does the design of the project justify the density requested? 3) Does the project conform to City Council Policy 7872? Discussion As proposed, this project complies with all the development standards of the RD-M zone. None of the proposed buildings will exceed 35 feet in height, all setbacks are met and all of the required parking is provided on-site. The project, broken into four separate buildings, is designed with above average architecture for apartments. The structures are stucco with the patios, balconies, and windows designed to provide architectural relief and articulation. The proposed project provides a number of amenities above those required for a minimum density apartment project. Each unit will have a private patio or balcony ranging in size from 96 to 128 square feet. Two common passive recreational areas with barbeques are planned. A common laundry facility will be provided as well as a recreational room with a pool table and ping pong tables. Aa-obse^rv/ation/sundeck will be located on the roof over four of the garages. As mentioned previously, in addition to the open parking, each unit has a single car garage. This exceeds the requirements for apartment parking. As previously stated, at 15.2 du's/ac this project is slightly above the mean density of 15 du's/ac esablished for this range by City Council Policy 7872. If the project were reduced to 11 units, the density would be at 13.9 du's/ac. Staff believes one additional unit would not significantly increase traffic congestion in the area and that the intent of Policy 7872 has still been met. Overall, staff believes the proposed 12-unit apartment project conforms to all the requirements of the Zoning Ordinance and that the density is justified, therefore, staff recommends approval of PCD-84. IV.
