HomeMy WebLinkAboutPCD/GPC 87-01; CITY OF CARLSBAD; Planning Comm Determ/Gen Plan Consis (PCD/GPC)/8 FEB1911 FEBRUARY 26, 1987 ceo TO: Lance Schulte, Planning Department FROM: John Cahill, Municipal Projects Manager GENERAL PLAN CONSISTENCY FINDING FOR THE CITY'S LA COSTA AVENUE CORRIDOR PROJECTS P( P your request, the following is a brief description of the La osta Avenue Corridor projects: PROJECT NUMBER PROJECT DESCRIPTION 3208 La Costa Avenue Widening, 1-5 to El Camino Real This project proposes complete reconstruction of La Costa Avenue from 1-5 to El Camino Real to major arterial standards. A series of planted cribwalls will be installed on the south side of La Costa Avenue to protect existing bluffs, promote erosion control and minimize any further encroachment into this area. Tentative project schedule is for 1988-89. David Ashley of Willdan Associates is the project engineer of record for this project. 3215 La Costa Avenue and El Camino Real Intersection Improvements This project will improve the intersection of La Costa Avenue and El Camino Real and will involve a new traffic signal system, roadway widening a distance of approximately 1,500 feet on La Costa Avenue, west of El Camino Real, and other roadway improvements. The project is currently funded and tentatively scheduled to go to bid within thirty (30) to sixty (60) days. The City has received a Coastal Permit, a Corps permit, and a 1601 Fish and Game Agreement. Dave Ashley is also to be contacted for any specific details on the project. Copies of the plans and specifications are available for your review in Municipal Projects. 3218 La Costa Avenue and I-S Interim Intersection Improvements This project is on hold. The City's proposal to install traffic signals as an interim traffic measure at La Costa Avenue and 1-5 was rejected by CALTRANS. CALTRANS' position is that a signal system should not be installed prior to the . 0 -2- ultimate enlargement of the freeway overpass. Negotiations will CALTRANS will resume in the future when the schedule for the widening project is firm. Nevertheless, a General Plan consistency finding should be secured. WAVJ La Costa Avenue and 1-5 Freeway Overpass This project proposes the enlargement of the freeway overpass at La Costa and 1-5 to ultimate width. This project is a minimum of three (3) to five (5) years away. 3233 La Costa Avenue Mitigation Plan The Coastal Commission as a condition of issuance of the permit for the intersection project requires extensive mitigation efforts to replace proposed lagoon wetland disturbance. The City's proposal which was accepted by the Coastal Commission will replace disturbed wetland and riparian areas for all of the La Costa Corridor projects concurrent with the intersection improvements. This project is scheduled to go to bid within thirty (30) to sixty (60) days. The mitigation plans are out for agency review and comments at the present time.
