( . •4 r'Yt September 11, 1990 TO: ASSISTANT PLANNING DIRECTOR FROM: Associate Engineer OAK AVENUE STORM DRAIN AND STREET IMPROVEMENTS, PROJECT NO. 3731 Attached is a copy of a completed EIA for the above referenced project. Please process a CEQA and a General Plan consistency determination for this project. I believe the project can be found to qualify as categorically exempt (class 1, item c for existing highways and streets.) The attached preliminary plans show the location of the new concrete curb and five foot wide sidewalk. Two existing large eucalyptus trees around the alley entrance will have to be removed in order to make room for the sidewalk. I do not believe that two common non-indigenous trees constitute a "stand" or that they qualify as a "scenic resource" by the meaning of the CEQA categorical exemption criteria. In any case, the trees are a severe sight obstruction for motorists exiting the alley and need to be removed for safety reasons. Although not shown on the attached plans, a 3611 to 48" diameter RCP storm drain will also be constructed as a part of this project.
