The project consists of the replacement of a sewer interceptor through downtown Carlsbad between Buena Vista and Agua Hedionda Lagoons in Local Facilities Management Zone 1. The project as proposed will be constructed completely within and under existing street and railroad rights of way parallel to the existing interceptor and therefore will not encroach into any undisturbed sensitive resource areas. Trench grading is required to bury the new sewer lines which are required by the Growth Management Ordinance and the Local Facilities Management Plan for Zone 1. During our conversation, you indicated that a Coastal Development Permit will be required based on the information supplied at that time. The Planning Department is requesting that you reconsider this determination in the light of the review of more detailed project information. To assist you in your review, I have enclosed plans for the new interceptor along with the following information regarding the project: The project is not growth inducing since the size of the interceptor is determined by the projected demand for sewer service through buildout, and the demand projections are based on existing General Plan density designations for the remaining undeveloped areas within Zone 1. 2. The temporary construction impacts including noise and dust generation and traffic will be minimized by standard mitigation measures imposed by the required grading permit. 3. Trench grading to accommodate the underground sewer interceptor will end at the approximate boundary of the Agua Hedionda floodplain within the railroad right of way; therefore, construction impacts to the Lagoon should be minimal. Land Use Review Issue Nos. 1,2 and 5 are corrections that are resolved by the new plans. The following issues are still to be resolved: 3. Gas line conflict from Sta. 69+53 to 73+40. I've forwarded the plans to SDG&E for their review of this area as well as a portion of the sewer main in Chestnut Avenue that has conflicts with existing natural gas lines. Ultimately, the issue will be resolved by either adjusting the location of the sewer interceptor or coordinating with San Diego Gas & Electric to move their lines during the sewer construction. 4. Existing 8" sewer at Grand Ave. Sta. 79+10 not shown in profile. The City's design consultant will add this to the plans and resubmit. 6. Details at northern end of Vista/Carlsbad Interceptor. The force main that ties into the manhole at the northern terminus of the project (Sta. 117+24.34) consists of two 16" dia. pipes. The design consultant will add this to the profile portion of the plans and resubmit. 7. Oak Avenue versus Grand Avenue route selection. The existing Vista/Carlsbad Interceptor is either 27 or 36" dia. RCP in Grand Avenue. The December 1987 Sewer Master Plan calls for 30" and 48" dia. pipes on the assumption that the old interceptor would require replacement when the additional capacity is needed. Because the original interceptor is in excellent shape and shows no corrosion, it was possible to design a parallel line system that would be much easier to build. It would be very difficult to replace the existing Vista/Carlsbad line with a larger diameter because the central business storm drain was constructed across its path on Grand Avenue. January 4, 1991 VISTA/CARLSBAD INTERCEPTOR Page 2 The Sewer Master Plan was not intended to specify exact routes for expansion of future lines. Your question of whether the Oak Avenue route bypasses enough sewer connections in the downtown business district to cause a future capacity problem is valid. However, the sewer mains in that area of downtown are too deep to connect directly to either the old or new interceptor. Those mains drain to the Home Plant Pump Station. The new Home Plant force main will dump into the Vista/Carlsbad Interceptor at the intersection of Laguna Drive and Jefferson Street. This is upstream of where the interceptors' routes diverge, and the downtown flow can be balanced in the two pipes at this location. If more information about the City's existing sewage system is needed, either Louie Montanez or Dexter Wilson can provide it. Hopefully, this memo clears up the major engineering issues related to the GPC application. Some purely technical issues, such as interfering gas lines, remain. However, they are being resolved in the plan check process, and should not be an impediment to issuance of a GPC finding.
