GENERAL PLAN CONSISTENCY - CAPITAL IMPROVEMENT PROGRAM
Please process the attached projects for General Plan Consistency. Projects have been divided into
two lists: The first list contains every project funded in the current fiscal year Capital Improvement
Program (CIP) or earlier which has not yet had a General Plan Consistency (GPC) finding (some of
these projects already have separate applications for GPC). The second list contains all projects
proposed to be funded in the 1991-92 fiscal year CIP.
Administrative Order No. 50 (attached) calls for projects to have a GPC finding prior to adoption
by the City Council into the CIP. The purpose for this is so Council will adopt a CIP that is
consistent with the General Plan. The schedule gives an approximate date of the third Wednesday
in May for Planning Commission but the first meeting in June would also be prior to Council
approval which will occur in mid-June.
As this process has not been done for a number of years, some re-training and re-thinking will be
required. For example, in the last several years, GPC for projects has been handled on a project-by-
project basis and frequently concurrently with environmental, design, or other required approvals.
Planners have thus been trained to expect to see all these other requirements and to be involved in
the details. As most of these projects have not yet been designed~and 1991-92 projects are not even
approved yet~it is obviously not possible (or necessary) to provide environmental or design
information.
I will be happy to work with you or any of your staff to provide more information where available,
to assist with the Planning Commission presentation and to develop a procedure for the processing
of GPC for Capital Improvement Program projects.
