TRAFFIC SIGNAL AT TAMARACK AND EL CAMINO REAL, #3363
A question was asked yesterday by the Project Planner and the City Engineer regarding the
EIA/GPC application for the above project. Attached are copies of the relevant documents
from the Planning Department file:
Transmittal memo and request for ELA/GPC processing dated 3/25/91.
Land Use Review Application Form date stamped 3/28/91.
Transmittal memo from Marilyn Ponseggi dated 6/27/91.
This project was assigned to Marilyn Ponseggi in early April and she completed the Part II
EIA form at the end of June. At that time, the Planning Department file on the project was
returned to Robert Green for processing as requested by the March application.

SUBJECT: El Camino Real/Tamarack Traffic Signal
Municipal Projects No.: 3363 ADHA No.: 282.15
Attached are the Environmental Assessment Forms Parts I and II
for the El Camino Real/Tamarack Traffic Signal improvements.
Your original transmittal to me included the Part I form and a
request to complete the Part II. I have done that and also
reviewed CEQA regarding exemptions. This project appears to be
exempt from CEQA under Class I(c) of the exemptions. Class I(c)
specifically addresses highway improvements. I have attached
a copy of the exemption for your information.
Today I spoke with Jeff Gibson in the Planning Department. He
concurs that most likely an exemption can be issued for this
project. Please forward the attached file and the Parts I and
II to Jeff via Robert Green for their review. Jeff has agreed
that if the project is qualified for an exemption he will
prepare the one page form for the exemption. Jeff will also
discuss the need for a Coastal Permit with Gary Wayne.

EL CAMINO REAL/TAMARACK AVENUE INTERSECTION MODIFICATION:
PROJECT NO. 3363
Attached is a completed Part 1 of the EIA form for this project. A copy of preliminary plans
accompanied the memo that scheduled a design presentation meeting for the project. Please
assign a planner to the project to expedite the CEQA review process and schedule the project
for a General Plan Consistency finding by the Planning Commission.
I believe that a class 2 exemption (replacement or reconstruction of existing facilities) can be
justified under CEQA. Please let me know if additional information is needed for Planning to
make this determination.
