District's Reclaimed Water Master Plan for consistency with the City's
General Plan.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3318
APPROVING the Negative Declaration issued by the Planning Director on
September 27, 1991 and ADOPT Planning Commission Resolution No. 3319 APPROVING
PCD/GPC 91-4, based upon the findings and subject to the conditions contained therein.
II. PROJECT DESCRIPTION AND BACKGROUND
The Carlsbad Municipal Water District commissioned this study entitled "City of Carlsbad
Water Reclamation Master Plan - August 1990". The Master Plan was developed to provide
the City with a feasible water reclamation plan to serve identified reclaimed water markets.
The Master Plan identified uses of reclaimed water as including (1) irrigation for
agriculture, golf courses, freeway and median landscaping, parks, school turf, residential,
commercial, and industrial landscaping; (2) industrial/commercial uses such as
boiler water, cooling tower makeup water, air conditioning uses, and process water;
(3) ecological uses such as lagoon/stream enhancement and groundwater recharge. The
reclaimed water system will reduce the demand for potable water supplies.
The planing period for the master plan extends from the present through 2015. The plan
addresses all aspects of the reclaimed water system including treatment facilities, pumping
facilities, distribution pipelines, and storage facilities. Pipelines are proposed to run in
existing or proposed streets where practicable. While this Master Plan identifies facilities
and generalized locations detailed engineering and design work will need to be completed
for each component of the reclaimed water system.
On February 7, 1989 the City Council established a policy for Reclaimed Water Use. This
Master Plan will provide a foundation for implementation of the Council Policy. Policy 42
is attached to the staff report. This Planning Commission Determination is necessary
because Sections 65401 and 65402 of the California Government Code require that all
public works projects and all property acquisitions undergo evaluation for consistency with
the City's General Plan.

III. ANALYSIS
Planning Issues
1. Is the proposed Water Reclamation Master Plan consistent with the various elements
of the General Plan?
DISCUSSION
The goal of the Public Facilities Element of the General Plan is "...to insure that all
necessary public facilities will be available concurrent with need...". The Reclaimed Water
Master Plan provides recommendations for the development of a needed public facility
which will reduce the demand for potable water supplies. It specifies the needed facilities
and timing in addition to construction and maintenance costs. It is therefore, consistent
with this element of the General Plan.
A goal of the Land Use Element is to "Preserve and enhance the environment, character and
image of the city as a desirable residential, beach and open space-oriented community."
Since the Reclaimed Water Master Plan will provide a new source of water to be used for
landscaping which helps define the character of the city it will assist in satisfying this goal.
Another goal of the Land Use element is to "Promote the economic viability of the
agricultural and horticultural industries." Irrigation for agriculture is identified in the
master plan as a market for reclaimed water. Making reclaimed water available for
agricultural use will assist in retaining agriculture as a viable land use in the city.
IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that since all improvements suggested through the
Water Reclamation Master Plan will undergo project specific environmental review, the
proposed master plan will have no adverse effects on the environment and therefore a
Negative Declaration was issued on September 27, 1991. The proposed Negative
Declaration was sent to the State Clearinghouse where it was circulated to appropriate
State agencies. At the close of the 30 day review period none of the agencies had any
comments.

PROJECT DESCRIPTION: Review of the Carlsbad Municipal Water District's Reclaimed

The City of Carlsbad has conducted an environmental review of the above described project
pursuant to the Guidelines for Implementation of the California Environmental Quality Act
and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not have a significant
impact on the environment) is hereby issued for the subject project. Justification for this
action is on file in the Planning Department.
A copy of the Negative Declaration with supportive documents is on file in the Planning
Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the
public are invited. Please submit comments in writing to the Planning Department within

ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct an
Environmental Impact Assessment to determine if a project may have a significant effect on the environment.
The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist
8 identifies any physical, biological and human factors that might be impacted by the proposed project and
provides the City with information to use as the basis for deciding whether to prepare an Environmental
Impact Report or Negative Declaration.
* A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or
any of its aspects may cause a significant effect on the environment. On the checklist, "NO" will be checked
to indicate this determination.
* An EIR must be prepared if the City determines that there is substantial evidence that any aspect of the
project may cause a significant effect on the environment. The project may qualify for a Negative
Declaration however, if adverse impacts are mitigated so that environmental effects can be deemed
insignificant. These findings are shown in the checklist under the headings "YES-sig" and "YES-insig"
respectively.
A discussion of potential impacts and the proposed mitigation measures appears at the end of the form under
DISCUSSION OF ENVIRONMENTAL EVALUATION. Particular attention should be given to discussing
mitigation for impacts which would otherwise be determined significant.

DISCUSSION OF ENVIRONMENTAL EVALUATION

been determined not to produce any adverse environmental effects at this level of planning.
PHYSICAL ENVIRONMENT
1. No unstable earth conditions or increased exposure of people to geologic hazards will result as the
Water Reclamation Master Plan does not involve individual project approval. Detailed site specific plans
for each component of the reclaimed water system will require environmental review.
2. The proposed master plan does not contemplate site specific grading as improvement plans have not
been developed at this stage in the planning process for each component of the system. The majority
of the necessary improvements will occur at existing facilities or in existing or proposed streets.
3. Each project suggested in the master plan will receive environmental review. Therefore, no site specific
soils impacts will result from this plan.
4. Eventual development of the improvements contained in the master plan will result in a reclaimed water
system which has its source beginning from existing treatment plants and operating within pipelines
thereby not impacting beach sands, river channels or the ocean floor.
5. Implementation of the master plan will require projects involving excavation which may have a
temporary construction impact by increasing the quantity of airborne dust. This will be reviewed on
an individual project basis where specific mitigation in keeping with the requirements of the Gt^s
Engineering Department can be imposed.
6. Analysis of an increased potential for odors to be generated from treatment plants will be assessed at
the time specific reclaimed water designs are considered.
7. The proposed reclaimed water system will not modify any natural water course. Distribution pipelines
will be reviewed for potential environmental impacts upon the submittal of detailed alignment plans.

8. The master plan when implemented should cause a reduction in me demand for and use of potable
water supplies by enabling reclaimed water to be used as permitted by Federal and State regulations
where it will not be detrimental to public health.

10. Construction of each project will produce an incremental increase in usage of fossil fuels, however, the
impacts of this incremental increase will be reviewed on the specific project level.

11. The Water Reclamation Master Plan contains only conceptual locations for facilities. The existence of
any archaeologically or historically significant site will be evaluated with the individual project
environmental review when more detailed location and grading information is available.
BIOLOGICAL ENVIRONMENT
12. The reclaimed water system will involve construction at already disturbed treatment plant locations and
pipelines are proposed to run in existing or proposed streets where practicable. Because this master
plan does not involve site specific project review individual projects will require environmental analysis
to evaluate any impacts to plant and animal species including habitats and introduction of new species.

14. The master plan identifies agricultural irrigation as a market for reclaimed water. The availability of
reclaimed water may encourage and enable remaining agricultural users to remain in business or expand
their operations.

HUMAN ENVIRONMENT
17. The master plan is based on present and planned land uses therefore no alteration is proposed.
18. The reclaimed water master plan provides a guide for development of a needed supplemental public
utility which will not adversely impact existing public utilities or services.
19. The master plan identifies new and modified sewer systems needed in order to develop a reclaimed
water system. When implemented this system will reduce the demand for potable water which will be
an environmental benefit.
20. The potential increase in noise levels for construction of the improvements necessary for this system
and operation of facilities will be evaluated through project level environmental review.

> 21. The potential for the creation of significant adverse new light or glare is minimal as the primary need
for permanent lighting will be at treatment facilities which presently exist.
22. Federal and State agencies regulate the water quality standards for the use of reclaimed water. All
facilities identified in the master plan will be required to meet these standards thereby not creating a
significant risk that hazardous substances may be released.

25. This master plan will provide for an alternative source of water for various uses which will increase
the likelihood that future development will be able to proceed in accordance with the General Plan.
Potential traffic impacts will be evaluated on a project by project basis.

parking demand as it is only conceptual and any site specific parking impacts will be evaluated with
each improvement project.

DETERMINATION (To Be Completed By The Planning Department)
On the basis of this initial evaluation:
_X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE
DECLARATION will be prepared.
I find that the proposed project COULD NOT have a significant effect on the environment, because the
environmental effect's of the proposed project have already been considered in conjunction with
previously certified environmental documents and no additional environmental review is required.
Therefore, a Notice of Determination has been prepared.
I find that although the proposed project could have a significant effect on the environment, there will
not be a significant effect in this case because the mitigation measures described on an attached
sheet have been added to the project. A Conditional Negative
Declaration will be proposed.
I find the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL
IMPACT REPORT is required.

PURPOSE
To ensure that all proposed new land use developments are reviewed to
determine if it is feasible to require that reclaimed water be used for
commercial, industrial and construction purposes; open space, golf course and
landscaping irrigation and agricultural purposes.
STATEMENT OF POLICY
Reclaimed water shall be used on all new land use developments proposed within
the City of Carlsbad if it can be reasonably determined by the Utilities and
Maintenance Director and the City Engineer that reclaimed water is available
to serve the parcel, or will be available to serve the parcel in the future.
Installation of dual irrigation systems and connection to reclaimed water
sources shall be required, subject to terms and conditions as may be imposed
by the Utilities and Maintenance Director and the City Engineer.

WATER RECLAMATION MASTER PLAN
Engineering has no objections to the plan. Nor do we have any conditions to apply.
There are no conflicts with City Facilities or City Plans. There are some typographical
errors in the plan.
One persistent error occurs several times. This is the use of "OMWD" when the term
needed is "CMWD". This error apparently occurs three times on Page 1-10 and once on
Page 11-9. There may be other occurrences of the error. There is an OMWD and the use
of the term is appropriate in most of the text. A final proofreading should resolve the
issue.

Findings of Exemption (attach as necessary):
1. The City of Carlsbad Planning Department has completed an Environmental Initial
Study for the above referenced property, including evaluation of the proposed
project's potential for adverse environmental impacts on fish and wildlife resources.
2. Based on the completed Environmental Initial Study, the City of Carlsbad Planning
Department finds there is no evidence before the City of Carlsbad that the proposal
will have potential for an adverse effect on wild life resources or the habitat upon
which the wildlife depends.
3. The City of Carlsbad has on the basis of substantial evidence, rebutted the
presumption of adverse effect contained in AB 3158 Chapter 1706 Section 753.5(d).
Certification:
I hereby certify that the lead agency has made the above findings of fact and that
based on the initial study and hearing record the project will not individually or
cumulatively have an adverse effect on wildlife resources, as defined in Section 711.2 of
the Fish and Game Code.
