SUBJECT: PCD/GPC 91-5 - PALOMAR AIRPORT ROAD/I-5 INTERCHANGE: Request
for a General Plan Consistency Determination for the Palomar Airport
Road/I-5 Interchange widening.
RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3322
APPROVING PCD/GPC 91-5, based on the findings and subject to the conditions contained
therein.
II.PROJECT DESCRIPTION AND BACKGROUND
This project, improvements to Palomar Airport Road/I-5 Interchange, is being presented
to the Planning Commission for a Determination of General Plan Consistency. Section
65401 of the California Government Code requires that a General Plan Consistency
Determination be made for public works projects.
The project site is the existing interchange at Palomar Airport Road and 1-5. The site has
a general plan designation of Transportation Corridor and a corresponding zoning
designation.
Improvements to the intersection will consist of the following:
Widening the bridge 21 feet on the westbound side to provide two through
lanes plus a right turn lane to the 1-5 southbound loop entrance ramp and
63 feet on the eastbound side to provide three through lanes plus a left turn
lane to the 1-5 northbound entrance ramp.
Eight foot shoulders, five foot sidewalks on both sides, pedestrian railing and
a six foot median.

Traffic signals will be constructed at the intersections of the southbound exit
ramp and the northbound exit ramp. These signals will be interconnected
with the existing traffic signals at Paseo del Norte and Avenida Encinas.
Entrance and exit ramps will be improved to handle present and future
anticipated traffic volumes, two future lane exits, and future outside freeway
widening. Ramp metering will be provided on entrance ramps.
A sound wall will be constructed for noise attenuation between the
northbound exit ramp and the Allstar Inn.
III. ANALYSIS
PLANNING AND GENERAL PLAN CONSISTENCY ISSUES
1. Is the project consistent with the goals and policies of the City's General Plan?
DISCUSSION
One overriding goal of the Circulation Element of the General Plan is to provide a
comprehensive circulation system to serve the present and future mobility needs of
Carlsbad and the greater San Diego area. This project achieves this goal by providing
existing and future residents and businesses with a freeway interchange that accommodates
current and future traffic volumes.
The Circulation Element is correlated with the Land Use, Public Facilities, Scenic Highways,
Noise and Housing Elements of the General Plan. The following is a list of these pertinent
elements of the General Plan with an accompanying overall statement for each:
1. Land Use - Provide a plan to guide the physical development of the City in
an orderly, functional and compatible manner.
2. Public Facilities - Assure that adequate public services and facilities are
available to meet the needs of the existing and future population of the City.
3. Scenic Highways - Provide a system of routes that will increase both the
enjoyment of, and opportunities for, recreational and cultural pursuits and
tourism in Carlsbad.
4. Noise - Seeks to achieve and maintain an environment which is free from
excessive or harmful noise through identification, control and abatement.

5. Housing - Balanced development with access to employment, community
facilities and adequate services.
The policies of the various related elements of the General Plan include and permit
adequate circulation and transportation facilities. Ensuring good traffic circulation
requiring that operational efficiencies of streets be improved using modern design standards
and latest available technology, adequate traffic safety measures at intersections and
adequate sidewalks, which this project addresses, are policies stated in the General Plan.
SUMMARY
This project is not only consistent with various elements of the General Plan, but is
recognized within the elements as a necessary implementation tool for the goals and
policies contained therein. The improvements to this interchange are identified in the
Growth Management Plan as a requirement for growth to occur.
IV. ENVIRONMENTAL REVIEW
CALTRANS is the lead agency for this project. A categorical exemption determination was
issued by CALTRANS on January 16, 1990.

On Route 5 at the Palomar Airport Road interchange in the City of Carlsbad;
widen the overcrossing for channelization, signalize and intertie signals at
the ramp intersections, ramp meter freeway entrance ramps, widen exit ramps
for storage, add freeway auxiliary lanes and replace landscaping. This
project will improve the safe flow of traffic through this interchange.

the environment due to unusual circumstances?

SUBJECT: Environmental Review for Improvements to Palomar
Airport Road at 1-5
The above referenced project includes the proposed widening of
Palomar Airport Road to add one left turn lane from east bound
Palomar Airport Road to north bound Camino Del Norte. The turn
lane will be acomodated by adding an additionl lane on the north
side of Palomar Airport Road (adjacent to Pea Soup Anderson).
The road will than be restriped to include the new turn lanes.
The proposed widening will be done entirely within the City's
right-of-way. No grading is proposed to accomodate the
widening.
After reviewing the project I have determined that the
improvements are exempt from CEQA. CEQA Guidelines Section
15301 Categorical Exemption Class l(c) consists of the
operation, repair, maintenance, or minor alteration of existing
private structures including highways and streets except where
the activity will involve removal of a scenic resource such as
a stand of trees, rock outcropping or historic building. The
proposed project meets the critiera of Class l(c).
Robert Green and I discussed this project earlier this week.
He too concurs that this project does fall under a Class l(c)
excemption. Mr. Green requested that I notify you of my
findings and request that you prepare and route the necessary
exemption document as required by CEQA.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Carlsbad will hold
a hearing at the Council Chambers, 1200 Carlsbad Village Drive (formerly Elm Avenue),
Carlsbad, California, at 6:00 p.m. on Wednesday, November 20,1991, to consider approval
of a General Plan Consistency Determination for improvements to the Palomar Airport
Road/Interstate 5 Interchange to include, widening of the bridge, turn lanes, sidewalks,
pedestrian railing, median, traffic signals, entrance and exit ramp improvements with
metering and sound wall installation.
