SUBJECT: ENTRANCE TO VALLECITOS WATER DISTRICT MEADOWLARK
FACILITY
Dear Mr. Scott:
This will acknowledge your letter to the City Engineer dated December 2, 1991.
You are correct in your statement that the City approved two access routes to the Meadowlark
Reclamation Facility. However, one of the approved routes was to a portion of Corintia Street which
has not yet been constructed.
The access road the water district constructed to the improved portion of Corintia Street crosses
property owned by FieldstonelLa Costa Associates and should be removed.
An alternative access route acceptable to the City would be from the end of the improved portion
of Corintia Street. The dirt stockpiles would have to be removed and a heavy duty gate installed.
The route should be within the street easement dedicated to the City for future Corintia Street. The
access route should exit the Corintia Street right-of-way at the location shown on the precise
development plan approved by the City. This will eliminate the possibility of the water district having
to realign their access route again when Corintia Street is improved.

Dear Mr. Hubbs:
The Notices of Violation and Order to Comply dated October 15,
1991, and November 1, 1991, to the Vallecitos Water District have
been referred to this office for appropriate action. I have spoken
to Mr> Richard De La Cruz and he has suggested that I respond
directly to you concerning this matter.
The site plan approved by the City of Carlsbad for the Meadowlark
Reclamation Facility provided two access routes. The access from
Corintia S·treet subsequently became blocked when fill dirt was
placed over the road. Two access routes to Meadowlark are
necessary for health and safety reasons and in the event of an
emergency. In addition, the District's Risk Management and
Prevention Program requires that the District integrate an
extensive risk management program into the facilities overall plan
structure which includes two alternative access routes.
During the March 1991 rains and as a result of the muddy
conditions, District personnel were required to park their vehicles
off-site and hike to the Meadowlark facility. This was
unacceptable and precipitated the necessary to construct the
additional paved access from Corintia Street.
It is requested that you contact Mr. Gene Madison at the District
and schedule a mutually convenient time for representatives from
the Carlsbad and Vallecitos engineering departments to meet to
resolve this situation.

Subject: Review of Hydraulic Analysis for Proposed l-leadowlark Treatment
Plant in the City of Carlsbad
We have reviewed the design package for the proposed San f.laTcos County Water
District treatment plant along San ~larcos Creek which you recently sub-
mitted to this department. The submittal included the following:
1. A copy of the HEC-2 analysis used for the existing flood plain mapping.
2. Hand computations for the proposed water surface.profile.
3. Cross section plots.
4. Profile plot.
5. Rock slope protection computation.
6. Grading plan.
The proposed treatment plant is partially in the existing 100-year.flood
plain. The proposed grading includes a 10 to 12 foot high dike along the
north bank to protect the treatment plant from flooding.
Our comments on your design are as follows:
1. Dikes are usually designed for the standard project flood. Careful
design is required for the 100-year flood condition to prevent over-
topping and the damage which would result from the sudden inflm.,r of
water.
2. The proposed dike raises the 100-year flood level 3 to 4 feet from
station 7 + 50 to 12 + 00. County procedure is to limit the rise in
water level to no more than one foot by encroachment.

3. The proposed velocity is 22 feet per second at station 7 + 00 which
is excessive for the channel conditions.
4. Your computed water surface level at station 7 + 00 is more than
2 feet bel 0\\' critical depth. Supercritical flmv is not feasible in
this reach.
S. The toe of the dike i~ at or near the low flow line at station 7 + 00,
7 + 50 and 8 + 00. Thus it is subj ect to erosion at all flO\v levels.
'. 6. There is inadequate freeboard from station 7 + SO to 12 + 00. County
criteria require 0.2 of specific energy head minimum freeboard.
7. It app~ars.that.pr.ovisions should be made at the upstream end to prevent
Nater from' fio,ving behind the dike and into the treatment plant.
You should reanalyze your design and make changes as necessary to alleviate
our concerns as stated above ..
It is suggested that compensating conveyance be provided at sta,tion!? 6 + 00,
7 + 00, 7 + 50 and 8 + 00. This could be accomplished by reshaping the
channel and grading along the south bank.
It'may be helpful for you to use the HEC-2 program for the hydraulic analysis.
\\'ater surface profile computations should be continued upstream until the
\\'ater surface meets the existing.

RE: Specific Site Plan for the SMCWD Meadowlark Treatment Plant
Dear Sir:
The purpose of this letter is to discuss the possible location of
an RV Park Site within the boundaries of the SMCWD Meadowlark
Treatment Plant Site. It is understood that there is a possiblity
of increasing the size of the subject property from 5.0 acres to
6.3 acres to accommodate a 1.3 acre RV Park Site. .
At the present time~ it is impractical to include an RV Park Site on
the subject property as part of the Specific Site Plan. The work
presently being done at ·the site and for which the Specific Site
Plan has been prepared is for construction of a water reclamtion
plant for which an EIR has been prepared and certified. No where
in the EIR has the additional 1.3 acres or the actual RV Park Site
been discussed. Since such a development would require an environ-
mental determination, an addendum to the EIR, a separate EIR, or a
negative declaration must be prepared to properly address this
issue. The SMCWD is not willing to delay the treatment plant
project for the purpose of the RV Park Site.
Futhermore, the SMCWD is a water and sewerage agency and has no
desire to enter the business of operating an RV Park Site. If some
other party desires to operate the site, the SMCWD is willing to
discuss the issue and possibly make the space available for such
a purpose. Although the idea has been discussed with representatives
of the SMCWD, no formal proposals have been made and the concept
has not been presented to the Board for discussion or approval.
For these reasons, it is requested that the RV Park Site not be
considered as part of the Specific Site Pian and that it be considered
as a separate issue to be resolved at a later date. Thank you very
