A total of 660 yards ' of cut and 350 yards of fill is proposed. This is equivalent to less than 6" of excavation over the, entire site. The lot 'is fairly flat now and will be fairly flat when the project is' finished; the natural slope will be altered only slightly. A short retaining wall, 'less than 2' high, will bisect the property. This will allow pads on the east side of the wall to be approx- imately 2.5 to 3 higher than pads west of the retaining wall. Slopes are fairly flat. Most are 5 to 1 or flatter. A.-few slopes are approximately 3 to 1 but they are less than 2 feet high. It appears that the site has been graded before. There is no significant vegetation on the'site. A few eucalyptus ' S trees exist' but they are in .poor condition. It appears obvious that this grading project could not adversely affect the environment. ' Recommendation ' • ' It is recommended that this project be found to be, exempt from CE9A per Section 15060 of the State EIR Guidelines (copy attached). Justification The grading proposed is minimal, a total of 660 yards over the entire area. The change to the natural topography will be slight. The proposed grading will cause no drainage' problems. No steep or high slopes will result from the grading, thus erosion and slope failure will not be problems. The property contains no structures, significant vegetation, or unique natural features that would be 'impacted. Section 18060 of the State EIR Guidelines clearly exempts such projects: "Where it can be seen with certainty that there is no possibility that the, activity in question may have a significant effect on the environment, the activity is not covered by the requirements set forth in CEQA,. and these guidelines concerning the evaluation of projects, and the preparation and review of environmental documents do'not apply." This is such a , project because of the four previously stated reasons. The discussion, recommendation, and justification was prepared by Don.L. Rose, '. Associate Planner, City of Carlsbad, on March 8, 1978. This is a result of examination of the grading plans, the EIA,on-site investigation, and dis- cussion with the current development section of the Engineering Department, City of Carlsbad. I declare that I have examined the information for the subject project as sub- mitted by the applicant and planning department staff. On the basis of all the information, It is my determination that there is no possibility of this project having a signifiáant impact on the environment and is therefore exempt from C.E.Q.A and Title 19 of the Carlsbad Municipal Code pursuant to Section 18060 of the State EIR Guidelines. The proposed one and two-story residential units will be similar in height and bulk to the existing structures in the immediate area. ]14.The subject property is in the City of Carlsbad's infill area as designated by Carlsbad's Sewer Allocation Plan and the California Coastal Commission. 16.The property site is in the California Coastal Zone and the proposed project received a Coastal Permit (F6190) on October 21, 3977. .No significant long term noise impacts will occur as 'a result of this project.
