The grading is in conformance with the City's Hillside Development Ordinance. The proposed. project is an inf ill project and will not signif icantly af fect any plant or animal life at the sit ' e. Previous development in the area would have already disturbed the habitat. The project is in conformance with the General Plan and Zoning designations for the site and will not significantly impact traffic or housing. All public facilities needed for the site 'are available and havebeen accounted for in the Local Facilities Management Plan Zone 6. -7- X X X X . I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A Conditional Negative Declaration will be proposed. I find the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required.
