N/K. Phased development of project is not necessary since grading only consists for one single family dwelling unit. Alternate site design is possible, but applicant has designed project to have a minimal impact on this site. C. N/A. Scale of development is consistent with General Plan. N/A. Proposed use is consistent with General Plan. and Zoning Ordinance. Development at some future time would leave the lot vacant. The proposed site is zoned for development of a single family residence, and development at this time would be appropriate. Grading was specifically designed for the proposed site~. An alternate site would require a change in grading. A "no project" alternative would leave the lot vacant. M M. 7 YES MAYBE NO 22. Mandatory findings of significance - Does the project have the potential to degrade the quality of the environment, or curtail the diversity in the environment? x Does the project have the potential to achieve short-term, to the dis- advantage of long-term, environmental goals.? (A short-term impact on the environment is one which occurs in a relatively brief, definitive period of time while long-term impacts will endure well into the future.) x Does the project have impacts which are individually limited, but cumulatively, considerable? (A project may impact on two or more separate resources where the impact on each resource is relatively small, but where the effect of the total of those impacts on the environment is significant.) X, Does the project have environmental effects which will cause substantial adverse effects on human.beings, either directly or indirectly? x III. DISCUSSION OF ENVIRONMENTAL EVALUATION The proposed project consists of approximately 350 cubic yards of grading for development of a single family residence. The proposed project is harmonious with the surrounding neighborhood and will nothave a significant impact on the environment. The proposed 350. cubic yards of grading will not significantly change the topography of the site. The grading is in conformance with the City's Hillside Development Ordinance. The proposed project is an infill project and will not significantly affect any plant or animal life at the site. Previous development in the area would have already disturbed the habitat. The project is in conformance with the General Plan and Zoning designations for the site and will not significantly impact traffic or housing. All public facilities needed for the site are available and have been accounted for in the Local -7- 0 0 DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued) Facilities Management Plan Zone 1. Overall, staff feels that the proposed project will not have a significant negative impact on the environment and feels comfortable in issuing a Negative Declaration. -8- 1] DETERMINATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: X -I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. -I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measuresdescribed on an attached sheet have been added to the project. A Conditional Negative Declaration will be proposed. -I find the proposed project MAY have a significant, effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required. - 5)'-~ (9 16 ~) Date sl~ppatur6 Date Planning Director MITIGATING MEASURES (If Applicable) 0 0 VI.
