The proposed rip rap sea wall, is the least obtrusive measure to protect the cliff and provide a sea barrier. The alternatives such as block wall, timber, retaining wall, or granite are more aesthetically disruptive than the proposed rip-rap.. The alternative of no project allows no protection of the bluff face from the sea. It would also prevent the owner from building a patio such as is enjoyed by many neighbors. X III. DISCUSSION OF ENVIRONMENTAL EVALUATION 1. Earth II-1b. 1c, lf The existing bluf f is covered with Carpobrotus ice plant. The proposed rip rap will cover the existing bluff face, and prevent erosion of the bluff or deposit of the existing bluff-face material on the beach. 3. Water 3b The proposed rip-rap with filter fabric will alter the absorption/run-off pattern, but will not necessarily add to the amount of surface water run- off, since the uneven rip rap surface will hold water and slow down run- off. -7- DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued) 4. Plant Life 4a The elimination of the existing ice plant will not change the diversity of plant species since this is a common bluff face plant. 18. Aesthetics The proposed rip rap wall may not, be as aesthetically. pleasing to many viewers as the existing green bluff. However, the rip rap itself is a natural product and will blend with the rocky beach and is compatible with other sea walls in the area. Evaluation The proposed rip rap wall will protect the bluff and allow the owner to build a concrete patio. The height of the wall at 10 feet will cover only the lower portion of the slope, and the existing planted slope will remain at the higher levels. The proposed gradient of 1.5:1 is similar to the existing slope-. Many neighboring properties have erected similar sea-walls, and the adjacent property to the south has a block wall built to the same property line setback. The proposed wall conforms to the existing protective structures on this part of the shoreline and will provide protection to the bluff from erosion by wave action. A permit from the Coastal Commission is required for this structure. IV. DETERMINATION (To Be Completed By The Planning Department) on the basis of this initial evaluation: X —I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. —I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been,added to the project. A Conditional Negative Declaration will beproposed.
