to the Twin Inns restaurant and is located in the redevelopment area of
Carlsbad.

difficult to develop because it is bounded on 4 si,des by
public streets. Unless -parkinq Is loca'ted around the site
perimeter, on-site circulation is Infeasible. The proposed
design best addresses both the concerns of.the City as-well
as the applicant.
Reduced scale of development is not economically feasible
given the project site.
The prop-osed use is compatible with the Local Coa

stal Plan
and the City's General Plan. The proposed use is endo.r,sed by
the City's Redevelopment Department as a means of enha'ncing
the revitalization of downtown.

I.H. RISCUSSION OF ENVIRONMENTAL EVALUATION
1 3. The proposed project will -generate Increased traffic specifically
at-Washington and Carlsbad Village.Drive, Washington' and Grand,
and.at the Grand Avenue access point to the project. However,
- traffic engineering analyses by City staff have in,dicated that
such conflicts can be mitigated throuah on-site circulation -
design, thro;ugh one-way traffic flow, median cons-truction, and
movement restrictions on the publ.ic street. The Improvements
necessary to bring about such mitigati.on will be conditioned on
the developer.
Overall,, it is staff's opinion that there are no adverse
environmental, impacts created by the proposed project.

On the basis of thi,s initial evaluation:
