The proposed project will -generate Increased traffic specifically at-Washington and Carlsbad Village.Drive, Washington' and Grand, and.at the Grand Avenue access point to the project. However, - traffic engineering analyses by City staff have in,dicated that such conflicts can be mitigated throuah on-site circulation - design, thro;ugh one-way traffic flow, median cons-truction, and movement restrictions on the publ.ic street. The Improvements necessary to bring about such mitigati.on will be conditioned on the developer. Overall,, it is staff's opinion that there are no adverse environmental, impacts created by the proposed project. -7- I IV.
