Analyze viable alternatives to the proposed project such as:
a) Phased development of the project, b) alternate site designs,
c) alternate scale of development, d) alternate uses for the site,
e) development at some future time rather-than now, f) alter-
nate sites for the proposed, and g) no project alternative.
a) N/A. Phased development of project is not necessary since grading
only consists for one single family dwelling unit.
b) Alternate site design is possible, but applicant has designed
project to have a minimal impact on this site.
C) N/A. Scale of development is consistent with General Plan.
N/A. Proposed use is consistent with General Plan and Zoning
Ordinance. -,
Development at some future time would leave the lot vacant. The
proposed site is zoned for development of a single family
residence, and development at this time would be appropriate.
Grading was specifically designed for the proposed site. An
alternate site would require a change in grading.
A "no project" alternative would leave the lot vacant.
S S
YES MAYBE NO
22. Mandatory findings of significance -
a. Does the project have the potential
to degrade the quality of the
environment, or curtail the diversity
in the environment?
b.Does the project have the potential
to achieve short-term, to the dis-
advantage of long-term, environmental
goals? (A short-term impact on the
environment is one which occurs in a
relatively brief, definitive period of
time while long-term impacts will
endure well into the future.)
Does the project have impacts which
are individually limited, but
cumulatively considerable? (A
project may impact on two or more
separate resources where the impact
on each resource is relatively small,
but where the effect of the total of
those impacts on the environment is
significant.)
Does the project have environmental
effects which will cause substantial
adverse effects on human beings,
either directly or indirectly?
III. DISCUSSION OF ENVIRONMENTAL EVALUATION
The proposed project consists of approximately 300 cubic yards of cut
and 200 cubic yards of fill for the construction of a single family
dwelling. The proposed project is harmonious with the surrounding
neighborhood and will not have a significant impact on the environment.
The proposed project is an inf ill project and will not significantly
affect any plant or animal life at the site. Previous development in
the area would have already disturbed the habitat.
The project is in- conformance with the General Plan and zoning
designations for the site and will not significantly impact traffic or
housing. All public facilities needed for the site are available and
have been accounted for in the Local Facilities Management Plan Zone 1.
- .-
- - -7-
• DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued)
In summary, it appears that the proposed project will not have a
significant impact on the environment, and staff feels comfortable in
issuing a Negative Declaration. -
-8-
IV. DETERMINATION (To Be Completed By The Planning Department)
On the basis of this initial evaluation:
I find the proposed project COULD NOT have a significant effect on
the environment, and a NEGATIVE DECLARATION will be prepared.
I find that although the proposed project could have a significant
effect on the environment, there will not be a significant effect in
this case because the mitigation measures described on an attached
sheet have been added to the project. A Conditional Negative
Declaration will be proposed.
I find the proposed project MAY have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT is required.
