Scale of development is consistent with General Plan. d) N/A. Proposed use is consistent with General Plan and Zoning ordinance. e),:Development at some future time would leave the lot vacant. The proposed site is zoned for development of a single family residence, and development At this time would be appropriate. Grading was specifically designed for the proposed site. An alternate site would require a change in grading. A "no project" alternative would ,leave.the lot vacant. 76- 0 YES MAYBE NO 22. X Does the project have the potential to achieve short-term,, to the dis- advantage of long-term, environmental goals? (A short-term,limpact I on the environment is one which occurs in a relatively brief, definitive period of time while long-term impacts will endure well into the future.) X Does the project have impacts which are individually limited, but cumulatively considerable? (A project may impact on two or more separate resources where the impact on each resource is relatively small, but where the effect of the total of those impacts on the environment is significant.) X Does the project have environmental effects which will cause substantial adverse effects on human beings,. -either directly or indirectly? X DISCUSSION OF ENVIRONMENTAL EVALUATION The proposed project consists of approximately 1,238 cubic yards of cut and fill for the construction of a single family dwelling. The proposed project is harmonious with the surrounding neighborhood and will not have a significant impact on the environment. The project is an infill project and'will not significantly affect any plant or animal. life at.the site. Previous development in the area would have already disturbed the habitat. The project is in conformance with the General Plan and Zoning designations for the site and will not significantly impact local traffic or housing. All public facilities needed for the site are available and have been accounted for in the local Facilities Management Plan Zone 6. -7- DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued) In- -summary, it appears. that the proposed project will not have a significant impact on the environment, and staff feels comfortable in issuing,a.Negative'Declaration. -J 4'A IV. DETERMINATION (To Be Completed By The Planning Department) on the basis of this- initial evaluation:' X I'find the proposed project COULD NOT have,a significant effect on the environm6nt,,and a -INEGA, VE DECLARATION will be prepared. I find that although the proposed project could have'a significant effect on the environment, there will not be a significant effect in this case because the, mitigatibn measures described,on an attached sheet have been added to the project. A Conditional -Negative Declaration will be propose ' d_- I find the proposed project MAY have a I significant effect on the environment, and an ENVIRONMENTAL IMPACTREPORT is required. 10/20/88 Date Signature *4 AAA00— Date PlAnningDir6dtor V.MITIGATING MEASURES (If Applicable)
