Thank you for your phone calls following up on the MV Technical PIP submittal. I must
apologize for the mix up but it appears that the original 30-day letter was misrouted during
preparation and never made it out. I am faxing the unsigned copy so that you can see the City's
comments. Since we did not inform you of incompleteness items within 30 days of submittal,
the project can be deemed to be automatically complete. Therefore, the official signed letter will
include the items listed in the attached letter as issues rather than incomplete items. Since
most of the issues are Engineering-related, you may contact the project engineer, Jeremy
Riddle (602-2737) directly if you have any questions. Again, I apologize for the delay in

SUBJECT: PIP 00-01 - MV TECHNICAL
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Planned Industrial Permit, application no. PIP 00-01, as to its completeness
for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information
which must be submitted to complete your application. This list of items must be submitted
directly to your staff planner by appointment. All list items must be submitted
simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete. The
second list is issues of concern to staff. When all required materials are submitted the City has
30 days to make a determination of completeness. If the application is determined to be
complete, processing for a decision on the application will be initiated. In addition, please note
that you have six months from the date the application was initially filed, October 10, 2000, to
either resubmit the application or submit the required information. Failure to resubmit the
application or to submit the materials necessary to determine your application complete shall be
deemed to constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION

Planning:
1. Please provide a roof plan, indicating the location of all roof-mounted equipment and
vents as well as parapet height. A cross-section view is also helpful in showing
adequate screening of roof-mounted equipment.
2. Please indicate the location of the interior employee eating area. The project will be
conditioned to indicate a minimum interior employee eating area on the building permit.

On the site plans, depict the limits of the proposed public waterline system required to
serve the project. Indicate a preliminary horizontal alignment per Carlsbad Municipal
Water District Standards.
On the site plan, add the date of preparation of the plans.
On the site plan, revise the average daily traffic (ADT) figures on sheet 1 per the latest
SANDAG requirements.
On the site plan, add a typical street section for Camino Vida Roble.
On the site plan, depict all easements listed inn the title report (see item 9 of the title
report).
On the site plan, depict all adjacent (medium to high use) driveways and identify
horizontal distances between their centerlines (intersection spacing).
On the site plan, depict all facilities in Camino Vida Roble serving the project.
Provide a hydrology report that addresses the anticipated storm flows generated and/or intercepted by the project. The report should provide what measures are required top
ensure that post-development run-off does not exceed the pre-development run-off
flows.
Provide a recent Geotechnical Report identifying specific recommendations for this
project. The Report should identify the limits of remedial earthwork anticipated onsite, if
any.
On the conceptual grading plan, include the quantity of remedial earthwork, if any.
Revise the plans to additional measures to address pollutant run-off. As an example,
incorporate curb openings with grass-lined swales leading to catch basins together with
fossil filters.
Revise the plans to incorporate measures to ensure that post-development run-off does
not exceed pre-development run-off.
ISSUES OF CONCERN
Planning:
1. As requested above, please provide the necessary information to ensure that no issues
exist with the roof-mounted equipment and employee eating areas.

Revise the plans so they are 24"x36' in size (typical).
Provide a curb to protect the compact cars where the truck executes a turn around the
building.
The proposed waterline system must be looped and both connections should be located
in the proposed driveway entrances.
Clarify the location of the irrigation service using the legend symbols and identify the
approximate demand (in GPM) at the point of connection.
Clarify how storm run-off will be intercepted and conveyed from the 30-foot high rear
slopes.
Depict the line-of-sight at both project entrances using Caltrans Standards. Verify no
conflicts exist.
Add earthwork totals, EDUs (sewer), GPM (potable), and GPM (recycled) to the site
plan.
Depict the line-of-sight to the landscape plan to verify no conflicts.
Add water services to the rear portion of the site to allow water circulation in the looped
water system for water quality purposes.
A red-lined check print is enclosed for the applicant's use in making the requested
revisions. This check print must be returned with the plan revisions to facilitate
continued staff review.
